Advisor on Private Sector Cooperation in Circular Economy (InCircular Project)
Job Description
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development. GIZ has been working in Indonesia on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) since 1975. Circular Economy (CE) is one of the key priority areas in the German-Indonesian development cooperation.
The “InCircular” Project supports the Indonesian Ministry for National Development Planning (Bappenas) and other relevant institutions in implementing the National Circular Economy Strategy. It focuses on three priority material streams: packaging waste, electronic waste (WEEE), and residual waste. The project works across multiple dimensions, including regulatory reform, private sector engagement, and local implementation.
The Agency for Business and Economic Development (AWE) is a central contact point for German and European companies interested in engaging in developing and emerging markets. In Indonesia, AWE supports the identification of market opportunities in the environmental and circular economy sectors, facilitates project initiation, and links companies with suitable funding programmes such as develoPPP.
To support this project, GIZ is currently recruiting one (1) Indonesian candidate for the following position:Advisor on Private Sector Cooperation in Circular Economy(Job Title in SAP: Economic Cooperation and Private Sector Advisor)
Core Task
In your role you are responsible for the technical, substantive and organizational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensure the quality of the commission’s outcomes.
In addition, you contribute to the conceptual design of the project, in particular its modifications or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of the contracts on behalf of the company.
In consultation with your team colleagues and line managers, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.
You perform the tasks assigned to you by your line manager, where required.
Main Activities
The advisor is responsible for:
- Develop and implement strategies to engage the private sector in national CE efforts;
- Provide advisory services on regulatory and economic policy instruments (e.g., EPR, circular design) to help businesses meet national CE targets;
- Organize and moderate public-private dialogue formats;
- Coordinate pilot initiatives, innovation competitions, and partnerships (e.g., develoPPP);
- Promote SMEs with innovative circular economy business models;
- Identify and support German/European companies interested in CE market opportunities in Indonesia on behalf of AWE;
- Conduct market and investment opportunity assessments;
- Maintain effective communication and coordination among project stakeholders, private sector actors, and development institutions.
Job Requirements
Qualifications
- Master’s degree in Business Administration, Economics, Engineering, or a related field with a focus on CE or waste management;
- At least 5 years of professional experience in private sector development and/or circular economy, especially in packaging, recycling, or waste;
- Minimum 3 years of experience in the private sector or as a business consultant with a sustainability focus;
- Strong knowledge of international CE and waste management practices (esp. WEEE and packaging);
- Experience in establishing public-private partnerships and promoting SMEs;
- Familiarity with international development cooperation and funding instruments (e.g., develoPPP);
- Excellent communication, presentation, and stakeholder facilitation skills;
- Proficient in Bahasa Indonesia and English (knowledge of German is an asset);
- Strong intercultural competence and organizational skills.
