WEB DEVELOPER (Consultancy)
established, ASEAN leaders recognized that: there remained inadequate shared
prosperity, ASEAN awareness and contact among people of ASEAN. It was of this
concern that ASEAN leaders established the ASEAN Foundation during ASEAN’s 30th
Anniversary Summit in Kuala Lumpur Malaysia on 15 December 1997. The ASEAN
Foundation is an organisation from and for the people of ASEAN and exists
because of one vision: to build a cohesive and prosperous ASEAN Community. As
an ASEAN’s body, the Foundation is tasked to support ASEAN mainly in promoting
awareness, identity, interaction and development of the people of ASEAN. For

JUSTIFICATIONIn order to support the
Foundation to pursue its mandate, a well-designed communication strategy has
been developed. One of the strategic communication activities that is currently
being leveraged is improving the Foundation’s online presence. Therefore to
ensure high visibility of the Foundation amongst its various stakeholders and
broader audience, the Foundation’s website as the main communication platform needs
improvements in some areas. As a number of projects and initiatives have been
established and implemented, the Foundation’s online media is required be
updated and strengthened to better promote those initiatives. In
2017, the ASEAN Foundation is partnering with SAP to implement the ASEAN Data
Science Explorer; an initiative that aims to enhance awareness and appreciation
of an ASEAN Community among young people through digital literacy intervention
that will be achieved through a data analytic competition targeting university
students. A mini website will be created to highlight the initiative as well as
to provide comprehensive information for both the targeted participants and
broader audience.Additionally,
under the Foundation’s thematic area of education, the ASEAN Foundation will
continue to organise its third Model ASEAN Meeting (AFMAM). A mini website http://modelasean.aseanfoundation.org/
has been already developed as the main online platform to promote the initiative
and offer information on AFMAM. The mini website needs to be updated regularly
in preparation of the third AFMAM. GENERAL
OBJECTIVEReporting to the Communications and Marketing Manager of the
ASEAN Foundation, the Web Developer will be responsible for developing and
maintaining the Foundation’s two mini websites for ASEAN Data Science Explorer
and ASEAN Foundation Model ASEAN Meeting (AFMAM) as well as develop its online
registration system.In order to be suitable for this position, the candidate
must have knowledge of and proven ability in website development as well as
demonstrate creative approach to visual and/or multimedia presentation of
information. Additionally you must possess professional competence and mastery
of subject matter; be conscientious and efficient in
meeting commitments, observing deadlines and achieving results. TASKS OF THE CONSULTANT

QUALIFICATION
AND SKILLS
- Undergraduate degree in web
design, multimedia, IT, computer science or other related areas - Computer literate and advanced skill of web
technologies and programming (FTP, browsers, HTML, data files, PHP,
Javascript and CSS)

Experience using packages like Excel and Photoshop·
Familiar with Bolt·
Familiar with data management, programming, digital
imaging, and multimedia design·
Previous experience of website development·
At least 2 years of professional work experience in web
design TIME FRAMEThe duration of the consultancy is 6
months, on a retainer basis starting from 1 March to 1 September 2017. It is
estimated that the duration of the assignment is around 72 days. The estimated
timeframe does not reflect the actual number of days worked but the necessary
time needed to complete those tasks. There may be occasions where the
consultant will need to spend time at the ASEAN Foundation to complete the
assigned tasks. REMUNERATIONRemuneration
will be based on a daily fee. No other
costs (travel, per diem, insurance, and any other expenses related to the performance
of services) shall be taken into account. Payment will be made upon
certification of satisfactory completion of agreed deliverables. PROCUREMENT
