Assistant System Dynamic Modeller
Background
The Low Carbon Development Initiative (LCDI) is an exciting and high-profile programme overseen by the Ministry of National Development and Planning (Bappenas) to ensure the integration of the climate agenda into Indonesia’s national development. The main focus of the LCDI programme is to reduce greenhouse gas (GHG) emissions and maintain economic growth by reducing poverty, and meeting development targets.
The LCDI is supported by the UK government, through the British Embassy Jakarta (BEJ). The BEJ, in collaboration with the Government of Indonesia (GoI), have developed a programme of assistance designed to support implementation of the LCDI at both the national and subnational level.
- The programme will work with Bappenas, relevant national ministries and provincial governments to achieve the following goals:
- Building political support for low-carbon development within and outside of government;
- Building knowledge and understanding of the LCDI approach among those responsible for implementing it within GoI;
- Supporting implementation of the LCDI approach, especially through provincial and national development plans; and
- Raising ambition to the highest levels set out in the LCDI report
The BEJ has contracted Oxford Policy Management Limited (OPML) to deliver the current programme of assistance over four years (2023-2027). Following a six- month inception phase to design the programme, OPML is now looking to expand its team to deliver this exciting and influential programme. Specifically, OPML is recruiting an Assistant System Dynamic Modeler for the LCDI Programme implementation.
Key objectives of the role
The Assistant System Dynamic Modeler will be responsible to support the modelling team in the LCDI Secretariat in managing, improving, and implementing systems dynamics models used as a policy advisory and decision-making tool to support the low-carbon development process at the national and subnational/provincial levels. This role will report directly to the Lead System Dynamic Modeller of the LCDI Programme.
Job Description for the Role:
- Support in managing and updating sectoral modules of stock-and-flow models (SFM) associated with low-carbon development (LCD) policies and national and subnational/provincial indicators.
- Support applying the SFMs to simulate the trajectory of national and subnational/provincial low-carbon development indicators and various multi-sectoral policies contributing to the LCD process.
- Support in managing (data collection, identification, storage, organisation) and analysing multi-sectoral datasets to parameterise the SFMs and liaising between the Directorate of Environment of Bappenas with other ministries and other national institutions, provincial governments, and development partners
- Support collaboration with other consultants/experts in the LCDI Secretariat to apply or update the SFMs for analytical and advisory purposes on LCD policies; and modelling-related capacity building materials.
- Support other systems dynamics modelling-related activities under the direction of the Lead Systems Dynamics Modeler and the LCDI Team Leader and coordinate relevant activities with other consultants/experts.
- Managed and updated sectoral modules of stock-flow model (SFM) structure, equation, and parameterisation and its corresponding scenario analysis at both national and sub-national levels.
- Managed and updated multi-sector model parameter data sets associated with the SFM modules.
- Documentation and archiving of modelling work results including of simulation data results and analysis in model files (Stella, Powersim, Vensim) and, but not limited to, Excel matrices, charts, slide presentations, and modelling technical notes.
- Regular report updates on the progress of assigned modelling work.
Skills , Qualification and Experience Required for the role:
- Minimum 2 years of experience in a systems dynamics modelling project. Familiarity with causal loop diagramming and stock-and-flow modelling and their application to socio-economic and/or natural resource management is desirable.
- Experience in stock-and-flow modelling software such as Stella Architect (preferable) Powersim, and Vensim; and proficiency in data collation and analysis using Microsoft Excel
- Possess systems dynamics modelling skill sets such as (i) ability to develop quantitative reasoning to construct mathematical representations of policy conditions assumptions for stock-and-flow model parameterisation; (ii) ability to investigate feedback loops, delays, and causal relationships within a stock-and-flow model.
- Demonstrating quick-learning and problem-solving skill sets such as (i) adapting to new tools, methodologies, and software relevant to systems dynamics modelling, (ii) independently troubleshooting and addressing modelling challenges, and (iii) cooperating with diverse teams to collectively address complex problems.
- Possess data management skill sets, such as (i) demonstrating a strong willingness to analyse and manage data related to various development sectors and disciplines; (ii) extracting relevant information from datasets and integrating it into the models; (iii) ensuring data accuracy, consistency, and reliability.
- Attention to detail and workflow management, such as (i) paying meticulous attention to details when constructing and validating models and (ii) managing project workflows and tasks efficiently.
- Basic to intermediate proficiency on oral communication skills in both English and Bahasa Indonesia and in writing, such as for preparing written reports, summaries, and presentations.
- Possess a good understanding of current climate change, environment, and economic development issues is required
