Introduction
The Berbak Green
Prosperity Partnership (BGPP) works in Jambi, Sumatra in the 250,000 ha
peatland dominated Berbak landscape. It aims to rehabilitate degraded peatland
and provide enhanced and alternative economic opportunities for communities
that derive their livelihoods from palm oil production and other peatland-based
agricultural activities/enterprises. It will deliver four components:
1. Peatland, Land Use Zoning, Hydrological
Rehabilitation and Water Management to establish the biophysical basis for
GHG emission reductions and land use to enable green prosperity. It involves
canal-blocking to reverse peatland drainage and improve community farm water
management systems.
2. Low Carbon Communities and Smallholder Livelihoods focuses on improving
smallholder yields and income from palm oil, rubber, rice and aquaculture and
helping palm oil smallholders on the border of the landscape to deliver
sustainable production in line with emissions reduction goals.
3. Private Sector Commitment and Action to
ensure that companies operating in the landscape understand the sustainability
context and apply relevant policies and practices. It will focus on oil palm
and HPH concessions and involve the use of palm oil mill effluent (POME) for
renewable energy.
4. Promoting District and Province-wide Green
Prosperity. This area of work includes the development of a Carbon
Initiative to sell and share the benefits of Jambi’s carbon stocks.
Background
of the assignment
In
June 2016 a BGPP design team developed plans for a USD2.7 m livelihoods and
alternative species programs to support 19 villages in the project site to
improve their incomes through utilizing low carbon practices as a part of BGPP
peatland conservation and green prosperity partnership objectives. The program
is to be delivered by three Jambi-based NGOs who are part of the BGPP
consortium. A project manager is
required to to support delivery of the Livelihoods Program (Component 2, Outcome
2) over the period August 2016 to March 2018 (20 months).
Purpose
of the position
The purpose of the
position is to provide technical guidance, capacity strengthening and
administrative support to the three implementing NGOs to ensure that Outputs
under the BGPP Component are satisfactorily delivered in accordance with the
project plan.
Scope
of Work
The Program Manager is required to undertake the following:
1.
Support the
BGPP in oversight and management of programs under Component 2, Outcome 2.
2.
Ensure that
implementation is coordinated as necessary with other BGPP projects and
activities.
3.
Support and
ensure the delivery of milestones and other deliverables agreed under
sub-contractsfor the Livelihoods Program,
4.
Provide
technical guidance to, and monitor performance of, and discuss issues arising
with sub-contractors.
5.
Support the
establishment of a grievance mechanism and that grievances are satisfactorily
addressed and documented.
6.
Coordinate
with the NGOs to ensure that quarterly progress and financial reports, are
submitted in a timely manner.
7.
Support the
timely submission of invoices, and disbursement of payments.
8.
Support timely
processing of any variations in design and/or proposed activities.
9.
Coordinate
with the Communications function to develop appropriate communications
materials and produce stories from the field and lessons learned documents for
website content.
10. Support in gathering information for monitoring utlising the
Akvo FLOW system.
11. Monitor substantive progress of activities, anticipate and
take corrective actions to handle problems in an effective and timely manner.
12. Undertake regular field supervision missions to ensure that
methodology is being followed and safeguards (SGIP, environmental, FPIC)
adequately observed, targets are being achieved in a timely manner and to trouble-shoot
in case of any problems or grievances.
13. Provide liaison service with other components and
contractors.
14. Prepare content to support BGPP quarterly reports.
Duration
and Schedule
The assignment will commence on 1 August 2016 for an
initial one year contract and a possibility of extension up to 31 March 2018
upon good performance.
Skills
and experiences required
The candidate will have the following:
· A masters’ degree in rural development community development
or related socio-economic fields.
· At least eight years’ experience in development project
management in rural livelihoods/conservation projects in Indonesia
· Experience in delivering rural development and
community-driven development livelihoods programs.
· Experience in community forestry.
· Experience working in international development projects.
· Experience in facilitation, training and organisational
capacity building of NGOS.
· Fluency in Bahasa Indonesia and English.
