Website Development and Maintenance
Consultant
Background
Tifa Foundation
is a grant-making organization that works to promote an open society by
actively strengthening civil society in Indonesia. Established in 2000, Tifa
continues to sharpen its strategy to uphold democracy in Indonesia. Following
its efforts to encourage transitional democracy and consolidated democracy in
the previous years, Tifa is dedicated to advance quality democracy in Indonesia
since 2012.
Tifa works to
promote an open society in Indonesia, one which respects diversity and honors
the rule of law, justice and equality. For almost two decades, Tifa has been
supporting the work to promote Indonesia’s democracy and openness. This work
has been manifested in many different knowledge and communication products,
including books, printed publications, video, posters, etc.
To fulfill its
new role as an active advocacy and grant-making institution as well as for fundraising,
Tifa is looking a consultant that could help re-design and re-structure Tifa’s
website to be in line with its purpose to build a strong branding and public
images as center of excellence. Some example of what Tifa found as inspiration
for the development of its website are: www.opensocietyfoundation.org, www.asiafoundation.org
Objectives
1. Re-design and re-structure Tifa’s website using open source platform
2. Continuing hosting and maintenance of the site, which would include
applying security patches, clearing out log files, linking with Tifa’s Library,
enlarging disk space before it runs out, sorting out security certificates and
fixing bugs in the code.
3. Developing new features which could include blog, interactive forum,
platform for campaign/petition, as agreed.
Specific Task
Working closely
with Tifa’s Knowledge Management Specialist and other departnent, the
consultant is expected to:
1. Proposed new design and structured for Tifa’s website and recommends
suitable CMS if needed
2. Build and develop new structure for Tifa’s website based on approved
design and structured
3. Secure the existing site during the transition to the new platform;
preservation of all current website content and functionality
4. Use simple, cost-effective techniques to test designs with
representative users before implementation of major features such as
restructuring the main navigation menu library membership feature
5. Optimize the site for low bandwidth users and for mobile display
6. Possibility to develop open APIs
7. Develop additional function as agreed with Tifa. For example basic
“blog” function, integrated twitter and facebook posting (Tifa currently has
active Twitter and Facebook page; website should facilitate streaming of
information between these different platforms), forum, calendar of events, etc
8. Browser compatibility. The site must be compatible with the current
versions of the browsers commonly in use (Firefox, Internet Explorer, Safari,
and Chrome
9. Assess the Grant registration and module in the website and add any
other function that are deemed necessary and useful
10. Develop comprehensive search functionality to the web site
In developing the website, the consultant should
take consideration of the following Search

Period of consultancy
The website development work should be finalized by
November 2017. The consultant may or may not be performing maintenance and back
office support for the work, as it would be based on the review of the
consultant’s deliverance of the project, as well as their capacity and
availability.
The maintenance work should be for one (1) year
period, extendable based on review and performance. The consultant is expected
to provide a proposal and timeline for website development and work plan
upon applying.

Project cost
Budget available
for this project is a maximum of Rp220,000,000 (exclude tax), including the
back office maintenance work for one (1) year
Expected skills
and experience
·
Proven experience of web design
and support in the non-profit, development sector. Preferably experience in
managing platform for campaign (interactive forums, petition, etc)
·
Strong experience in developing
in well-known and widely used open source platforms, such as WordPress, Drupal,
Joomla, etc.
·
Understanding of End Users
needs to match with adequate technical solutions.
·
Strong track record in web site
design; security and administration; Google analytics; Search Engine
Optimization.
