 I.    
Background

ESCAP and UCLG ASPAC have mutually
agreed to extend the terms of the LoA number DA/LOA/2014-0032 dated 13 November
2015 for further period until 30 April 2016, the purpose of this extension is to
conduct the activities related to the third phase of development of a
waste-to-energy pilot in Indonesia, which will be implemented in City of Jambi
and Malang Regency, with the aim to produce detailed plan for implementing
municipal solid waste management project .During this phase, a series of
details assessment will be conducted in City of Jambi and Malang Regency prior
reaching the final decision to produce the plan of initial plan of a pilot city.
Refer to the signed amendment between UCLG ASPAC and UNESCAP, the
activities will be focused on preparation of the construction and coordination
with selected cities to implement the Solid Waste Management Pilot Project. An individual consultant will be hired for a period of three (3) months to support the project
in order to optimize the implementation of the pilot project and assure the
quality of the project.II.      Objective and goal:

1. To
   ensure the partnership between UNESCAP, UCLG-ASPAC and Ministry of
   environment and forestry
2. To support
   the ongoing programme and provide assistance in the implementation of
   project management plan
3. To provide
   technical assistant for the pilot project implementation in Pilot Cities
4. To provide
   the assistance for  partnering and
   networking with stakeholders

 III.    Scope of Work/Key DutiesUnder this
Scope of Work, the Individual Consultant will carry out the following key
activities:

1. Provide guidance for Memorandum of Understanding
   with stakeholders
2. Responsible for the partnership and
   administration conditions  of the
   project
3. Provide assistance with the project plan
   implementation
4. Assist with the production of partnership
   document

  IV.       Deliverables

1. A
   documentation related project and partnering plan of Solid Waste
   Management project implementation
2. MoU with Ministry of Environment and Forestry

 V.        
Indicators

1. Proper
   administrative by end of the project
