Introduction:
UCLG ASPAC is an international, non-sectarian, and non-political
organization that carries mission to advocate democratic local governments. It
promotes its values, objectives and interests though promotion of cooperation
between local governments, and within the wider international communities in
the Asia-Pacific region.
Working within the scope of decentralized cooperation, advocacy,
capacity building and training, research and knowledge management, and project
development and management, UGLG ASPAC, through its secretariat office based in
Jakarta, strongly encourages strong and effective cities and local governments to
enhance their services to the citizens based on good governance principles.
Inclusivity, transparency, equality, and non-discrimination are
values continuously upheld in its mission and activities.
 
Background:
As a member-based organization, UCLG ASPAC puts
great emphasis on a good reporting of its financial activity. Presenting proper
and accurate financial statements will reflect good management of an
organization. Embracing the values it promotes, UCLG ASPAC continuously
transforms itself into good financial management and reporting for internal and
external stakeholders.
 
Tracking back, in 2014, UCLG
ASPAC published the
System Operational Procedure for Finance as well as provided insight and encouraged staff to
be able to implement the SOP. In 2015, UCLG ASPAC used Accounting System to increasingly show accountability of an organization. This step is crucial as accountability
can be seen on the behaviour of the organization in implementing a system that has been created.
To further the practice, UCLG ASPAC will enhance its financial reporting to
internal and external stakeholders. Internal stakeholders will be able to
access financial activity, which includes maintenance of budget, accountability
and transparency for accounting and financial report. The access will encourage
secretariat team to be able to effectively coordinate and provide better
services to all members and partners.            
 
GOAL:
To have good maintenance on budget, be accountable and promote transparency
for accounting and financial report to members and donors.
 
Objective:

1. To provide access to Clear Financial Information
   for all members of UCLG ASPAC and other institutions.
2. To
   Facilitate and link financial procedure and policy to program, administration,
   finance and accounting staff members.

 
Expected
Output:
1.       Any
software can be used to support GOAL.
2.       Minimized
wrong type on the process input data.
3.       Staff
will be implemented SOP and Software Financial.
