Objective

Management Sciences for Health “MSH” is requesting Proposals (RFP) for Car Rental Services. This maybe led to establishment of Long Term Agreement upon satisfactory performance.

MSH invites you to submit an offer in accordance with the requirements of the following Solicitation.  Proposals must be received by MSH no later than the Date and Time indicated in the table below.

SCOPE OF WORK

 

  1. SCOPE OF WORKS

Rental Vehicles for National Areas, Provinces, and Districts

  1. The rental vehicle services to be quoted will include the following:
  • Vehicles rental based on request of one or more vehicles with the below specifications, for detail please see at attachment in Annex B.
  • Vehicle unit price is valid for one year with the possibility of extension.
  • Vehicles are required with good condition, the car is in very good maintenance condition, including driver, fuel, toll fee, parking fee, meals for the driver, all risk insurance, and lodging for the driver if the car rent stays overnight.
  • Service provider should include all the expenses related to a driver, fuel, insurance, maintenance, and repair.
  • Driver must be familiar with Jakarta, Bekasi, Cibinong & Bandung surrounding area.
  • The driver must be neat, polite, and responsible, in good health, non-smoking person

 

  • Geographical area of service vehicle Indonesia coverage: 38 province and district areas

 

  1. Vehicle specifications
  • Rental of per day vehicle package (Toyota Kijang Innova Reborn or its equivalent) with all risk insurance, good condition, clean, the car is in very good maintenance condition.
  • Specification for the vehicle (minimum): Year of Manufacture 2022 – 2023 and above, Family Wagon, seven (7) sitters, including the driver, fuel, AC, Radio Tape, and equipped with necessary safety equipment (fire extinguisher, seatbelt, spare tire, mechanical jack, basic hand tools, and car first aid kit).
  • All risk Insurance included.
  • Driver familiar with Jakarta, Bekasi, Cibinong & Bandung surrounding area and possibly an extension of the area of regencies.

 

  1. Evaluation Criteria and scoring structure.
  2. Having a legal company (10%).
  3. Having stations based in each area (10%).
  4. Having standards operating procedures (SOP) about security and driver health checks (10%).
  5. Having third-party insurance on passengers and drivers (10%).
  6. Having well-maintained vehicles, newer vehicles are preferred (10%).
  7. 24-hour services and hotline calls (10%).
  8. Having sufficient vehicles and drivers to anticipate incidents (accidents, vehicle mechanical problems, incapable driver) (10%).
  9. Price competitive (30%).

Offerors must submit their current client lists and provide reference contact details regarding their performance record in serving international organizations, embassies, and/or multinational companies.

Submission Requirement and Deadline for Submission.

Please, note that the firm deadline for submission of offers is 5:00pm Jakarta, Indonesia time, 6 August  2024. Submission in through email to : idprocurement@msh.org in PDF document indicating the subject as “Re– Request for Proposal for Car Rental Services. MSH shall not be responsible or liable in any manner for the risks, costs, or expenses incurred by any Vendor in the preparation of its response to this RFP.

A.    Contents of Proposals

Offerors shall submit their proposals as two separate files. One shall be titled Technical Proposal and the other shall be titled Cost Proposal.

 

  1. Technical Proposal

Proposal shall include all of the following:

 

  1. Completed & signed Attachment A – Proposal Cover Sheet
  2. Statement indicating any objections to MSH’s Standard Terms and Conditions of Supply viewable at http://www.msh.org/partnerships/doing-business-with-us that would need to be settled in order for the offer to accept a contract from MSH.
  3. Name & contact information for at least 3 current or previous clients that can serve as references for the offeror.

 

  1. Cost Proposal

Offerors Cost Proposal shall include all of the following:

 

  • All the requirements in the scope of work
  • Costs shall be quoted in IDR, indicating the applicable exchange rate
  • Please confirm if you will accept payments by Guarantee Letter (GL)

 

Note: Failure to provide any of the information requested above will result in rejection of the proposal.

 

III.          EVALUATION OF OFFERS

A.    General Information

MSH anticipates receiving at least one round of questions from potential vendors; however MSH reserves the right to award a contract without discussions.

Each offer submitted will be reviewed by an evaluation committee consisting of MSH employees in accordance with the criteria below and award will be made to the responsible vendor whose offer represents the best overall value to MSH.

B.    Evaluation Criteria

Award will be made to the offeror whose proposal, conforming to the solicitation, is determined to offer the best value to MSH.  Offers will be evaluated as follows:

 

EVALUATION CRITERIA  

MSH will accept proposals from the qualified vendors that is the BEST VALUE (i.e. the vendor that provides the most economically advantageous service to the Organization). All proposals will be evaluated against the following Evaluation Criteria.  Each proposal should contain the items listed in the Submission Requirements column in the following chart.

C.    Determination of the Competitive Range and Contract Award

If MSH determines that discussions are necessary, a Competitive Range will be established which is composed of only the most highly rated offers.  MSH may exclude an offer if it is so deficient as to essentially require a new proposal.  Should a competitive range be established, MSH may invite those in the competitive range to present their offers to the evaluation team.  Should oral presentations occur, they will be evaluated as part of the offer.

D.    Non-Profit Pricing

MSH is a registered 501(c)(3) non-profit corporation.  Offerors should provide any and all discounts available to MSH based on its status as a U.S. Government contractor and as a non-profit.

E.    Acceptance of Offer and Award

This RFQ is non-binding and in no way obligates MSH to award any contract. MSH reserves the right to make an award in whole or in part, or not to make an award, in accordance with the best interests of MSH.  Firm commitment to purchase is not established until a written order/contract is issued by MSH.

 

E.  Cost of Proposal Preparation

The cost of the proposal preparation in response to this solicitation shall be solely the responsibility of the Offeror.

F.     Validity of Offers

Offers submitted in response to this solicitation shall be valid for at least 90 days from date of submission. Prices quoted by the offeror and subsequently incorporated in contract resulting from this solicitation shall be valid for the full period of performance.

Confidentiality

All information presented in this RFP, including information disclosed by MSH during the selection process, is to be considered strictly confidential. Information must not be released to external parties without the express written consent of MSH. All responses and other materials submitted in response to this RFP will become the property of MSH. MSH assumes no obligation and shall incur no liability regarding confidentiality of all or any portion of a response or any other material submitted in response to this RFP unless expressly agreed in writing to protect specifically identified information.
