Chemonics seeks for a Logistic Data Analyst

OVERVIEW:

The Global Health Supply
Chain-Procurement and Supply Management project (GHSC-PSM) is funded by the U.S.
Agency for International Development, and is being implemented by Chemonics
International. In Indonesia, the project provides technical assistance in
supply chain management of health commodities, in support of HIV/AIDS and TB
programs. At the national level, the project provides support to the
Directorate of Infectious Disease Control (HIV/AIDS and TB Subdirectorates), as
well as the Directorate of Public Medicine and Health Supplies. The project
provides support at the provincial level as well, in Jakarta and Papua
Provinces.

 

SUMMARY:

The Logistics Data Analyst will
be primarily providing support in collecting and analyzing key logistics data
for supply chain management decision making within the National TB Program
(NTP), as well as providing recommendations for improving supply chain operations
within the program. This position will report to the Technical Director of the GHSC-PSM
Project in Jakarta.

 

RESPONSIBILITIES:

Responsibilities will include,
but are not limited to, the following: 

  • Support NTP in collecting GeneXpert cartridge and drugs logistics data from
    all provinces.
  • Work closely with the M&E team of NTP to follow up and coordinate
    with PHO officers and other stakeholders to ensure the timely submission of GeneXpert
    cartridge and drugs logistics data reports.
  • Analyze and compare drugs logistics and patients on treatment data.
  • Develop a performance report to track timeliness and accuracy of
    reporting from the PHOs.
  • Provide feedback/recommendations for improving TB logistics data quality
    and reliability.
  • Provide technical assistance to NTP in developing an early warning stock
    out monitoring system and stock availability tool for first line TB drugs and
    GeneXpert cartridges.
  • Assist NTP with collecting and analyzing GeneXpert data through the use
    of GxAlert software and/or paper-based systems, both remotely and at GeneXpert
    sites.
  • Develop and update GeneXpert equipment operational status reports,
    including calibration/maintenance schedules.
  • Develop a cartridge stock management report, including early warning
    stock out monitoring and stock availability analysis.
  • Work closely with the GHSC-PSM M&E Officer to develop project
    indicators and a monitoring system.
  • Maintain an effective recording and reporting system, and make adjustments
    as necessary to ensure the availability of accurate and reliable data.
  • Maintain open communications and good working relationships with the TB Subdirectorate
    and HIV Subdirectorate, as well as other key partners.
  • Foster relationships and communication between relevant government
    stakeholders, as well as external technical partners.
  • Support the GHSC-PSM country team in managing other tasks as and when
    required.
  • Prepare presentations and represent the project as and when required.

 

QUALIFICATIONS:

  • Bachelor’s Degree (Master’s Degree
    preferred) in Public Health, Development, Statistics or a related field with
    3-5 years of proven relevant work experience.
  • Familiarity with the principles
    and current approaches to M&E in public health and/or development programs.
  • Demonstrated understanding of health
    commodity supply chain concepts.
  • Ability to contribute to capacity
    building efforts and work with colleagues in diverse settings.
  • Ability to work independently and
    to manage various priorities on a daily basis with minimal supervision.
  • Willingness to travel within the
    country on short notice.
  • Computer literacy with
    demonstrated use of word processing, database and presentation software (Word,
    Excel, Power Point). Experience with database development.
  • Excellent organization and time
    management skills, and strong attention to details.
  • Good writing and communication
    skills in both Bahasa Indonesia and English.

 

SUPERVISION AND
DIRECTION

The Logistics Data Analyst will be supervised by the
GHSC-PSM project Technical Director, with substantial input from the Head of
the TB Subdirectorate or his/her designee.

 

LOCATION OF
ASSIGNMENT:

The location of this assignment is in Jakarta, with
extensive periods placed within the TB Subdirectorate at the Ministry of
Health.
