CHISU Indonesia Health Economist Consultant
Background
Vital Strategies is contracting a consultant to provide in-country technical support to the Country Health Information Systems and Data Use (CHISU) project in Indonesia.
Funded by the U.S. Agency for International Development, the Country Health Information Systems and Data Use project (CHISU) strengthens country capacity, leadership, and self-reliance to manage and use high-quality health information systems to improve evidence-based decision-making. CHISU strengthens health information systems, interoperable information architecture, and data use, and supports countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data. JSI is the prime contractor for the project, with Vital Strategies as a partner organization, along with RTI International, Macro-Eyes, Jembi Health Systems, and the Global Evaluation and Monitoring Network for Health (GEMNet-Health). CHISU has been working in Indonesia since 2021.
CHISU is providing support to staff from the Maternal and Neonatal Health (MNH) Program of the Ministry of Health to strengthen their knowledge on cost-effectiveness analysis (CEA) which could inform policy decisions by quantifying the costs and benefits of various interventions. CHISU will deliver a focused training to equip participants with the necessary skills to evaluate policy options and conduct economic evaluations that can inform strategic decision-making. The training will be conducted over three full days and include a mix of lectures and group work exercises. The training is planned from 30 September to 2 October 2024.
Specific Responsibilities
The consultant will work with Vital Strategies Local and Global teams and with the CHISU Indonesia team to review and deliver the training on CEA for the MNH team. The consultant will support training activities including:
- Participate in preparation calls
- Review and update existing materials on health economic evaluation for the group, covering fundamental concepts related to economic evaluation and decision analysis, modeling using decision tree and interpreting findings to inform decision-making.
- Deliver lectures using existing materials during the training
- Facilitating group activities and exercises
- Providing feedback to participants on practice presentations and mentoring sessions
- Working with facilitator team to debrief on sessions after each day and adapt curriculum and plans as needed.
Expected Deliverables
- Updated training materials and delivery of in-person training sessions as allocated.
Vital Strategies and CHISU Indonesia team members will provide logistical support and as well as facilitation support for the training.
Depending on training outcomes and availability of MNH team participants, there may be an opportunity for further engagement to provide formal and informal mentoring sessions to advise MNH teams on applying methods for decision modeling/cost-effectiveness analysis to evaluate interventions selected by the MNH team.
Timelines and Expected Effort
Up to 10 days between 16 September and 18 October, with full-time availability between 30 September and 2 October.
