Climate Consultant, Indonesia

We are particularly seeking candidates with a background in any of Climate Policy, Climate Finance, Renewable Energy Policy and Green Growth.

The primary purpose of this position is to contribute and/or lead on small to medium-scale projects and tenders on one of the key areas in CRS Practice to ensure high quality delivery, client satisfaction, and financial targets. This task will be done under the direction of the relevant Line Manager, Team Leader, and/or relevant Project Managers as required, in accordance with an agreed annual performance agreement including associated financial and other targets (60%).

This role will also work with other OPM Practices, including the Governance and Research and Evidence teams. The role will also work with others in the OPM location they live in to support our work in that region.

This includes:

  • Lead small to medium-scale projects, or lead a component/deliverables in a large projects. The role will apply technical, programme management, people skills, and a focus on impact to deliver these projects successfully. This task may involve provision of coordination or leadership role for project team and administrative support.
  • Provide significant contributions in the development of solutions to client problems and provide technical and administrative support to projects.
  • Conduct analysis and writing, with the role being the co-writer or main contributor of various technical and research projects. It will also likely involve reviewing and editing reports of others in the team.

In addition, business development will be an integral part of the role taking up about 30% of the time.  This role will include:

  • Support to the development and implementation of strategic direction for the CRS Practice in Indonesia in particular, and Asia Pacific in general.
  • Contribute to the growth of the teams’ and the Company’s consultancy business.
  • Lead smaller bids or contribute to large bids, develop the project budget, and provide support in forming partnerships, identifying teams, and client relationship.
  • From time to time, this role will build engagement with external relationships with clients and other potential partners to identify opportunities for OPM to win work and have impact. The role will provide significant contributions in the visibility of OPM works through project deliveries and disseminations.

As a member of the Climate, Resilience and Sustainability Practice, this role will engage actively in other corporate functions in OPM, such as with Learning and Development, and Communication division. This may include participations or leadership in trainings and Technical Community of Practice (TCOP) (10%).

Specific responsibilities include:

  • Undertake more complex and analytical technical work on CRS Practice area in accordance with required delivery deadlines and OPM quality and report writing standards.
  • Independently manage smaller to medium consulting projects which may include: building relationship with client; management of technical, project teams, and other business function in OPM (legal, finance, and HR); quality assuring technical deliverables; and leading in the recruitment of project team members.
  • Contribute to the growth of OPM’s work on CRS particularly in Indonesia through the implementation of strategic direction as discussed with Senior Team members in the Practice and Country Office.
  • Bid for opportunities and engage with potential partners and clients.
  • Lead development of expressions of interest and proposals for new small to medium-scale opportunities. For larger opportunities, acquisition will be led with guidance from senior team members.
  • Represent the CRS team and OPM Indonesia, internally and externally on projects. Foster good relations with clients including donor agencies and partner government ministries, taking an active role in developing new areas of work and potential new relationships through existing or new networks and contacts.
  • Contribute to and support the wider OPM Indonesia office and global CRS Practice on strategy development, business development and project delivery, such as through writing articles and participating in other research and publication programmes as required.
  • Develop strong and effective working relationships with all other members of the CRS Practice, Country Offices, and other OPM colleagues.
  • Participate, through programme meetings and by other means, in the general development of the work of the practice and the Company in general.
  • Take a proactive approach to on- and off-job personal and career development by working on projects in other OPM practice areas, keeping abreast of latest developments within the practice and taking opportunities to attend training events as appropriate.
  • Comply with all internal policies processes and procedures including financial management systems.
  • Undertake other duties reasonably required by the line manager or Practice Team Leader.

Key skills and experience

  • A Master’s or other post-graduate degree in relevant CRS key areas, such as climate, development studies, public policy, and other related disciplines
  • Technical experience:
    • 5-10 years of substantial relevant work experience in the CRS key areas or other related field. Preferably within a consulting firm, development agencies, NGO, think-tank or similar
    • Strong technical grasp of at least one different CRS related issues. This is evidenced by leading projects or key deliverables of relevant topics.
    • Proven ability to work in a range of technical areas will be important given that CRS is cross-cutting issue affecting all aspects of society and governance.
    • Experience in the development and execution of project plans, priorities, and processes to achieve its objectives, including managing budgets, resources and risk management
  • Consulting and business development skills:
    • Experience in bidding and developing proposal
    • Demonstrated leadership skills, with experience in coordinating team and leading projects/deliverables
    • Experience in representing your specialist area with partners, donors and with other external experts
    • Sound decision making skills, experienced in evaluating technical and commercial information to provide clear direction on projects in line with the portfolios objectives
    • Strong analytical and report writing skills
    • Ability to multi-task well and manage multiple deadlines
    • Demonstrated ability to work effectively both independently and as part of a team
