Project Overview
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation services company for sustainable development that operates globally. It belongs to the government of the Federal Republic of Germany but operates as a private company with more than 20,000 employees in 120 countries.
GIZ International Services (InS) is a section of GIZ that offers the company’s services to international clients, both from the public sector (international organisations, development banks, governments) and private sector companies.
In Indonesia, GIZ serves as a trusted partner and technical advisor to the Government of Indonesia by delivering integrated solutions in Energy Transition, Resilient Nature, and Sustainable Urban Development. The Energy Programme supports the shift toward a sustainable energy system through bilateral cooperation and contributions to the Just Energy Transition Partnership (JETP). The Resilient Nature Cluster promotes a multi-layered approach that combines conservation, sustainable resource management, climate adaptation (Nexus), international cooperation, and strengthened disaster risk reduction.
Through its International Services department, GIZ has been commissioned by multiple companies in the battery value chain to implement the “Nickel Impact Programme Indonesia (NIPI)” in Central Halmahera Regency, North Maluku Province, Indonesia. The project aims to address community-prioritized environmental and social challenges in the Weda Bay nickel mining and refining area, with a focus on improving health outcomes, securing access to clean water, and protecting aquatic biodiversity. Building on an initial assessment of local priorities, the project delivers immediate action on urgent priorities and participatory research to better understand the changes to aquatic biodiversity and their root causes. These insights will guide the development of long-term restoration strategies aimed at strengthening ecosystem health and community resilience. Project implementation will closely involve local communities along all of its steps. For this, a community forum will be created. An additional key need is to engage the nickel industry as partner to address adverse impacts of nickel production. This will require significant work on trust building between communities and industry players.
We seek one (1) motivated and qualified Indonesian candidate for this position.
Tasks & Responsibilities
Together with the Safe Water Access Advisor, the Advisor is responsible for designing and implementing the workstream that supports partner communities in establishing and operating a community forum. In addition, the Advisor co-manages the workstream on partnering with local government agencies, companies, and other strategic actors to provide immediate relief measures, with a focus on improving the prevention and treatment of respiratory and sexually transmitted diseases.
Together with the Safe Water Access Advisor, the Advisor:
- Conducts stakeholder mapping and prepares an engagement plan.
- Facilitates the establishment of a community-centred forum.
- Facilitates the validation of community-prioritized impacts.
- Supports partner communities in organizing and operating the forum.
- Conducts a thorough needs assessment and defines an intervention strategy for immediate relief measures, focusing on the prevention and treatment of respiratory and sexually transmitted diseases.
- Manages partnerships with local government agencies and the nickel industry to implement community awareness, prevention campaigns, and treatment services for respiratory and sexually transmitted diseases.
- Ensures meaningful consultations with partner communities and local governments, and fosters engagement with industry and other strategic stakeholders throughout implementation.
- Serves as the focal point for local community partners with questions related to community health.

Job Requirements
- Master’s degree in public health, medicine, sociology or other relevant disciplines.
- Strong interpersonal and teamwork skills.
- Excellent communication skills, with the ability to explain complex community health issues to diverse audiences.
- Excellent command of spoken and written Bahasa Indonesia; good knowledge of local languages in Central Halmahera and moderate English proficiency are considered an advantage.
- Minimum of 7 (seven) years of professional experience in public health and community access to health services, preferably in mining or industrial contexts in remote areas.
- At least 4 (four) years of experience in community organizing and project management, including designing and leading workstreams, managing partnerships with local government institutions, businesses, and NGOs.
- Established professional network in Indonesia’s public and community health sectors.
- Experience in communicating scientific and technical data especially health impacts related to mining and mineral processing to public or community audiences is a strong asset.
- Experience working with local governments, Indigenous communities, and civil society organizations is considered an asset.
