Consultancy Services for Database Management & Infrastructure Specialist
Background
Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by
PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC
project provides strategic technical assistance (TA) and direct service delivery (DSD) to break
through barriers to 95-95-95 and promote self-reliant management of national HIV programs by
improving HIV case-finding, prevention, care and treatment programming, and viral load
suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services
International (PSI), and Gobee Group. The project also draws on regional resource partners to
provide TA and global resource partners who bring unique capacities.
The EpiC team’s approach to TA is guided by four mutually reinforcing principles: (1) a focus on
speed, scale, standards, and sustainability; (2) customization according to local priorities, financing,
epidemiology, and the differentiated needs of target populations; (3) adaptive management based
on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive
direct awards. In addition, EpiC applies human-centered design thinking to resolve persistent
challenges along the HIV service cascade.
The EpiC approaches includes:
• Attain and maintain HIV epidemic control among at-risk adult men, women, and priority
populations.
• Attain and maintain HIV epidemic control among key populations.
• Improve program management, health information systems, HRH and HIV financing
solutions to attain and maintain epidemic control.
• Support the transition of direct funding and implementation to capable local partners to meet
PEPFAR’s goal of providing 70 percent of its funding to local partners by 2024.
Since 2016, FHI 360 Indonesia has been provide intent technical assistances (TA) on ICT (software/application) development and maintenance to all project counterpart such as Ministry of Health (MoH), Provincial Health Office (PHO), Provincial AIDS Commission (PAC) and several CSO partners that there were working both in national, provincial and site level. Since all those applications is actively using by all of end user, the databases are growth quickly and need adjustment in every year.
FY24/COP23 implementation plan, Epic Indonesia will continue and expand providing technical assistance to Global Fund Counterpart (GF Partner) to encourage that that all HIV implementor in Jakarta know how to use Berani Bersama Application and how to connect with their own webbased application. This activity will be affected to elastic of capacity for database storage in current server.
Starting In Q3 FY 24, EPIC Indonesia has planned to migrate all of those databases (MySQL) to more flexible and safety database infrastructure like AWS, Google Cloud or Azzure Cloud Database Management System. During this implementation phase, EPIC will duplicate/backup migrate and transfer all those data to cloud computing system gradually. As part of the ultimate achievement across those results, and to ensure that all of those activity running properly and smoothly, EPIC plan to hire a personal or company as database and infrastructure specialist to support this activity.
The aim of the call is to find consultant(s) a person (individual) or company or team and will work with EPIC Indonesia ICT for Development team (ICT4D) to further migrate/setting-up/ refine/finalize and deploy all of database (MySQL) the applications as listing below. He/she shall work under the overall supervision of the ICT4D Program Manager, will get input from the Epic Project Director, Finance team and procurement, ASP team with key responsibilities are:
1. Setup infrastructure
a) Pipeline CI/CD each repository.
b) Setup Instrument Monitoring for Each Web Server, Email & Server Traffic.
c) Setup Auto Pilot Reminder for Health Check System.
2. Database Migration & Endpoint Deployment
a) Database migration CMD to Azzure.
b) Setting up Endpoint CMD to Azzure.
c) Database migration Updatestatus (and sub domain) to Azzure.
d) Setting up Endpoint Updatestatus to Azzure.
e) Database migration FASTER (and sub domain) to Azzure.

Period of performance
FHI 360 Indonesia for EpiC Project will award selected vendor under a PO service with duration of July
1st, 2024 – August 30th, 2024.

This position will be based in Jakarta, Indonesia.

General Required Qualifications and Experience
• Bachelor’s degree in computer science, Computer Engineering, Information Technology, Management Information Systems or Related Field.
• 2+ years of experience in a on integration system, and vast experience of working with NGO are preferred.
• Excellent command of MySQL, MariaDB, etc.
• Familiar with Program Language PHP, JavaScript, TypeScript, Web Desain Framework or Pure script CSS, Bootstrap, Web Interaction Library example jQuery, Runtime Environment NodeJS, Web Server or Web proxy NGINX, Apache, Dockerize concept, Framework NextJS, ExpressJS, CodeIgniter, Laravel, OOP Concept, Message Broker, HTTP Request, Linux OS, Remote server (SSH), Familiar with Moodle app, RESTful design, JSON, GIT, CI/CD pipelines, etc.
• Have experience using package of template Metronic.
• Excellent command of analytical tools, report-writing skills, and presentation skills.
• Please declare your Telecommunication equipment (Internet and Mobile), including the service provider that you will uses to performing these services in the proposal.
Specific Deliverables:
1. MySQL database for CMD, Updatestatus and FASTER running well in Azzure Cloud Server.
2. Endpoint for CMD, Updatestatus and FASTER deploying and running well in Azzure Cloud Server.

Note:

Evaluation and Award of Contract | ||

The applications will be reviewed by a screening committee. Applications will be checked against the minimum requirements, defined in the attached terms of reference. Applicants meeting the minimum requirements will be included in the listing. |

Step 2: Procurement Notice & Short- listing |
EPIC Indonesia committee will review the applicants who met the minimum requirement and score them based on the specific set of qualifications, type and area(s) of expertise, experience on similar consultancy type. The short-listed consultants will meet the minimum requirements in the Terms of Reference and scored the highest in accordance with the technical evaluation criteria indicated in the
relevant ToR. |
8 | Financial Proposal | Short-listed candidates will be asked to submit their price proposals. Only successful candidates will be contacted further. |
