Consultant Expert on EPR System

 

1. Introduction

Kepulauan Seribu, as one of Indonesia’s tourist destinations, faces serious challenges in solid waste management, especially plastic waste. With the increasing number of tourists and economic activities of island communities, the volume of waste generated also increases, posing a threat to the marine and terrestrial environment. In an effort to address this issue, an innovative and sustainable approach is needed, involving various stakeholders, including local governments, businesses, and local communities.

One possible solution is the implementation of an Extended Producer Responsibility (EPR) system, which aims to ensure that producers are responsible for the final management of their products. This project seeks to integrate two trial phases that have been completed and will continue to be developed until April 2025, as follows:

  • Refill and Reuse scheme: These approaches are part of the EPR pilot project, with the goal of significantly reducing plastic waste.
  • Integrated Waste Management Transportation Scheme: This scheme aims to analyze the relevance of government subsidy efforts in supporting the increase in recycling rates on islands.

To support this implementation, a consultancy is needed that can help DCA in conducting an in-depth analysis of existing regulations, policies, and infrastructure, as well as optimize the waste transportation process. The consultant will also be tasked with drafting a policy brief that provides recommendations regarding the subsidization of waste transportation supported using local government-owned waste vessels and the implementation of a refill-reuse system, involving inputs from all stakeholders.

The pilot project is planned to span 22 months, from July 2023 to April 2025, with initial progress and preparatory trial work already completed. However, the consultancy phase will be implemented in the next development phase of the trials, scheduled for 7 months from November 2024 to April 2025. During this period, the consultant will play a key supplementary role for DCA in facilitating focus group discussions (FGDs), monitoring and evaluating the trial system, and preparing monthly and final reports. This approach aims to establish a long-term sustainable waste management solution for Kepulauan Seribu, which can be replicated in other archipelagic regions.

2. Key Responsibilities

The consultant will perform the following tasks:

  • Data Analysis & Documentation: Analyze relevant policies, collect data on related refill-reuse and integrated waste management transportation scheme needs, and relevant document findings.
  • Stakeholder Engagement: Facilitate FGDs with waste banks, businesses, and local governments to align operational strategies.
  • Trial Monitoring & Evaluation: Oversee and assess trials of integrated waste management transportation schemes and Refill-Reuse systems.
  • Policy Brief: Develop a policy brief with actionable recommendations, integrating feedback from all parties that can be published publicly.Reporting: Deliver monthly and final reports detailing progress, solutions, and long-term strategies.

3. Deliverables

The consultant is expected to deliver the following outputs:

a. Monthly Report, compile a monthly report that includes:

  • Activities carried out during the trial of refill-reuse and integrated waste management transportation scheme
  • Progress of the take back and refill reuse trial implementation.
  • Challenges faced and solutions implemented.
  • Policy developments and input from stakeholders

b. Final Report, develop a final report that includes:

The final report should summarize all FGD activities, trials, and monitoring and evaluation results. This complies with the consultant’s task to prepare a final report and provide long-term recommendations for the sustainability of the system.

c. Policy Brief:

The consultant is responsible for drafting a policy brief based on the results of the FGD and trial, which contains recommendations related to the waste transportation subsidy and the implementation of the refill-reuse system. This is in line with the consultant’s task in drafting the policy brief and ensuring the integration of inputs from all stakeholders. 

4. Activities in this consultancy include:

  • Act as the main implementer of the project and ensure implementation on the ground
  • Coordinate collaboration and study needs with relevant FMCG, aggregator, and local government.
  • Lead and  provide logistical support/resources for FGD implementation.
  • Provide logistical support and resources for trial implementation.
  • Lead regular coordination with relevant parties and ensure synergy between all parties.
  • Closely ensures the integration of all inputs from stakeholders are accommodated into the policy brief.
  • Facilitate FGDs with waste banks and businesses to discuss waste transportation and refill-reuse systems.
  • Design and facilitate FGDs with local governments on waste transportation procedures.
  • Supervise the implementation of waste transportation trials and the implementation of the refill-reuse system.
  • Coordinate vessel operational needs with the local government.
  • Prepare monthly and final reports based on the FGD and trial results.
  • Analyze regulations, policies, and infrastructure related to EPR and waste transportation subsidies.
  • Collect data from various sources to support the take-back system trial.
  • Monitor and evaluate operational effectiveness and efficiency during the trial, including identification of areas for business process optimization.
  • Prepare a policy brief containing policy recommendations related to EPR, including analysis and recommendations for the refill-reuse system in English and Bahasa Indonesia.
  • Provide long-term recommendations for the sustainability of the take-back and refill-reuse system.
  • Propose development strategies that can be implemented by local governments and the private sector.
  • Prepare a final report summarizing all FGD activities, trials, and monitoring and evaluation results in Bahasa Indonesia and English. 

 

5. Methods of Work and Communication:

The consultant will report to [Nanda Yoga Prasetya – Program Manager], and regular coordination and progress updates will be made as needed. The consultant is also willing to be available in Jakarta during the consultation term, to facilitate coordination and activities. However, this coordination can also be done through the following applications:

6. Requirements as a Consultant/Expert

  • Educational background  in Environment, Public Policy, Business or related field.
  • 5+ years in environmental policy, EPR projects, circular economy or sustainability research.
  • Experience in FGD facilitation and reporting.
  • Experience in policy paper/ policy brief. 
  • Proficiency in communication tools (e.g., Email, WhatsApp).
  • Skilled in stakeholder coordination and fostering collaborative synergy.
