ContextThe
Government of Indonesia seeks to improve its capability to fight against
corruption in ministries/institutions by strengthening their internal control

capacity.  Following the issuing of
Perpres number 7, year 2015, the inspector general (IG) was given the mandate
to perform internal control within Indonesian ministries by developing a technical
internal control policy, and conducting internal control on work performance
and finances through audits, reviews, evaluations, and investigations.  The role of the IG in each ministry is very
important because it focuses on preventing corruption within the government
entities by emphasizing financial and administrative transparency and
accountability.   In
addition, to have a good internal control system, government institutions need
to have a plan that supports the IG to fulfill its mandate.  Therefore, to have an overview of the IG
performance in ministries, USAID CEGAH will support an assessment to review the
current IG organizational systems of the Inspectorate General (IG) at the
Ministry of Health.  The results of the
assessment will be formulated as a roadmap to identify which aspects need to be
improved to enhance the capacity of the IG in reaching its strategic objectives.
This support will also create capacity building in the institution by providing
the tools to help them best fulfill their responsibilities. These include
building up the GOI ability to budget, create, and implement laws, promote
civic engagement, and be transparent and accountable in fighting corruption.  Scope of Work  

1. Objective :

   Develop
   a three-year roadmap to ensure the Ministry of Health Inspector General
   can fulfill its mandate to perform internal control based on the
   regulation within the ministry.

1. Activities:
   

1.     
Ten 
(10) days : a.     
Conduct meeting and collect data from
the IG of Ministry of Health  b.     
Undertake a desk review on the current
situation of the inspectorate management organization, include the program
vision and mission in accordance with IG’s mandatec.     
Review the institutional capacity and
organizational setup, including but not limited to the administrative system,
stakeholder mapping and analysis, and financial situation. 2.     
Eight (8 days): a.     
Conduct analysis to identify focus area
and develop strategic objective b.     
Identify capacity building needs to
achieve strategic objective, include staffing and training requirements  3.     
Fifteen (15 days) a.     
Drafting: –       
Report on the result of the assessment
on the current situation of the inspectorate management organization–       
Report on the institutional capacity
building assessment based on the review of the program vision and mission of
the IG –       
Report on the institutional capacity and
organization set up b.     
Present the report and slides on the
review above to the IG of Health  c.     
Prepare the comprehensive 3-year step by
step implementation draft roadmap for the organizational capacity of the IG including
the recommendation on achieving the strategic objective. d.     
Present the draft 3-year roadmap and
recommendation to the IG of Health  4.     
Seven 
(7) days a.     
Finalization of the 3-year roadmap draft
based on the inputs from the beneficiaryb.     
Presentation on the final 3-year roadmap
to the IG of Health 

1. Deliverables

1. Report on the review and assessment of current
   organizational capacity of the IG of Health include the current situation
   of the inspectorate, and the institutional capacity building assessment.  (Minimum 15 pages, must be written in
   English & Bahasa )
2. Approved the 3-year road map report of the
   institutional organization (Minimum 15 Pages, must be written in English
   & Bahasa)

1. Qualifications

Professional
with at least 8 years’ experience in public policy, social political science,
and other related fields ·        
Experience
developing road map in organization ·        
Demonstrated
good understanding and knowledge of management and organizational government
institutions·        
Experience
working with government institutions is an advantage ·        
Consultant
must have good communication skill and time management
