Consultant for Mapping of Micro and Small Enterprises categorized as Strivers in Malang City and Malang District, East Java Province
I. BackgroundMicro and small enterprises (MSEs)
play a significant role in Indonesia’s economy, particularly in creating job
opportunities and business services. The ‘Strivers’ in the business community
(entrepreneurs with 2-10 employees who have run their business for a minimum of
2 years and have the motivation to grow) are key to the growth and success of
MSEs as important contributors to the local economy. Despite the large number
of micro and small businesses, their role in economic growth remains low as
they are faced with various constraints, including obtaining formal
registration and access to resources such as loans from financial institutions.
Mercy Corps Indonesia (MCI) will implement a program to support the Strivers population
in Indonesia with increased market participation and business development. The
program will be carried out in the city of Malang and throughout Malang
District over a period of 18 months. In its initial stage, the program will
conduct research to understand the constraints and opportunities faced by the
Strivers population and conduct a gap analysis on the needs of the Strivers and
the products/services that are available or are already being used.

development. The consultant will report directly to the Mercy Corps Indonesia
Agriculture and Financial Program Director.
Activities
- Focusing on the Strivers population in
Malang City and Malang District, identify, map, assess and analyse the
following: - Estimate the potential number of Striver
businesses which can potentially be reached by the program; - Estimate the number of Striver businesses
by economic sector, gender of owner, and business location (at
subdistrict level); - In
consultation with Mercy Corps Indonesia, identify up to 6 value chains (3
value chains in Malang City and 3 value chains in Malang District) that
are linked to a significant number of the identified Striver businesses
and describe their core business activities and relationships both at
upstream and downstream levels of the value chain. - Identify the role of commercial banks,
insurance companies and microfinance institutions (rural bank, cooperative,
etc.) in 6 VCs selected and the products/services that they are providing
to Strivers; - Identify existing providers of non-financial
business products and services (including training and mentoring) already
being used by Strivers in the business linkages between VCs actors and
strivers population in 6 VCs selected and assess the impact of available
services for Strivers; - Identify constraints for Strivers who are
in the business linkages between VCs actors and strivers population in 6
VCs selected; - Conduct a Gap Analysis for products and
services (including training, mentoring) needed by Striver businesses in
6 VCs selected.
- Data collection work plan and strategy meeting with key MCI team
members by March 20th, 2017; - Conduct In-depth interviews with up to 60 Strivers, and FGDs with up
to 60 Strivers participating for 6 VCs selected in Malang City and Malang
District - Submit a Draft Report for
comment by March 31th, 2017; - Final Report and Recommendations for next steps on April 15st,
2017; - All other work product, including meeting notes and data, and
other.
shall complete the duties described in the scope of work from March 15th – April 15th,
2017. Mercy Corps Indonesia will provide the consultant with all existing
documentation related to the TOR upon request.
