Pre-bid Scope of Work

 

Consultant: Local Consultant
DATES: As soon as possible – length of consultancy estimated at 15 days.

 

Background

USAID is expected to release the Health Systems Strengthen (HSS) Activity and the MNCH Flagship activity solicitations on/around June 2024. Jhpiego is planning to purse both opportunities as a prime.

 

CONSULTANCY KEY FOCUS AREAS

  • Gather information, data and documents (refer to landscaping tools that will be shared in advance of consultancy) needed to fill in Jhpiego’s identified gaps and better understand the local context.
  • Completing a rapid desk review of new /current relevant strategies, initiatives, documents, Roadmaps, guidelines and policies in Indonesia (English translations): in following areas:
    • Digital Health
    • Health Information systems
    • HRH, including
      1. Strengthening the community health workforce.
    • Health Care Financing
    • PHC
    • Quality of care:
      1. Quality improvement including supporting supervision.
      2. Quality assurance mechanisms – accreditation system
    • RMNCH (these may be in their own technical areas, e.g. Maternal, RH, newborn, child)
    • Networks of care
    • Improving demand for quality services
    • Referral system strengthening
    • Public private partnerships to ensure availability of high quality services.Health care worker behavior change initiatives.
    • Promoting individual level behavior change.
    • Climate resilience – heat, pollution, and lead contamination.
    • Data quality and use
    • Domestic Violence (GBV)
    • Climate resilience
    • Targeting vulnerable population groups

 

Consultant will be asked to upload these docs onto the relevant SharePoint.

 

  • Prepare interviewer documentation forms based on the interview guide for both USAID bids (guides to be shared upon contract award)
  • Assist with setting up and conduct stakeholder interviews and document findings in the interview guides provided. The interviews with identified key informants and stakeholders are expected to gather information, opinions and perspectives on the upcoming bid, gather information and impressions on Jhpiego’s reputation among government and USAID stakeholders relevant to the bid in order to inform Jhpiego’s positioning, and proposal themes
  • Identify and assess strengths and weaknesses of primary competition, confirming current and new related information
  • Support synthesis and integration of notes from the desk review and other interviewers into a power point template provided (note that as there are 2 bids, the consultant will be asked to prepare a separate PPT for each bid)
  • Compile a contact list of individuals and organizations who have been consulted

 

CONSULTANT SKILLS, EXPERIENCE AND QUALIFICATIONS:

  • Public health expertise with academic qualification in e.g. public health, epidemiology, health systems management, M&E.
  • Ability to efficiently collect and synthesize data across different technical areas
  • Prior experience with work of a similar nature and able to share previous work.
  • Familiarity with key stakeholders, Gov of Indonesia structure and where to locate documents and working knowledge of key government strategies and documents.

 

DELIVERABLES:

  1. Completed desk review documentation with full resource used noted for HSS and MNCH bids
  2. Updated findings in TWO power point presentations (1 for HSS, 1 for MNCH)
  3. Interviews with key stakeholders documented and follow-up conducted as needed
  1. Reference Documents uploaded into proposal folders
