BACKGROUND 

Act No.5 Year 2014 on the State Apparatus which has been recently enacted is a key driver to promote reforms of the state apparatus management. The law has established the Civil Service Commission
(Komisi Aparatur Sipil Negara – KASN) with the function to ensure the application of merit principles in all phases of human resources management of the Indonesian public sector, especially in the recruitment and placement of approximately 12,000 senior career
executives in all government institutions and to supervise the implementation of the civil servants code of ethics and code of conduct.

As a newly established agency, KASN with around 30 staff, which consist of commissioners, assistants, and staffs, are struggling to set up and improve their institutional capacity. In 2015, MSI-SIAP
1 has supported KASN in developing their internal Standard Operating Procedures (SOPs). As part of this institutional strengthening support, KASN need to conduct training for all KASN staff on human resources management based on merit system, civil servants
code of ethics and code of conduct, and other issues related to KASN’s authority. In this regards, MSI SIAP-1 is keen to support KASN in developing the training curriculum and training module. In addition, SIAP-1 will also support KASN to develop handbook
to cover human resources management system, such as merit systems, civil servants code of ethics and code of conduct, and other issue s related to KASN’s authority. On this matter, MSI SIAP 1 will recruit one consultant to develop the training curriculum and
training module, and one consultant to develop the handbook on merit system. Both consultants will collaborate and work together as a team to produce those documents.

 

SCOPE OF WORK:

A.    
Objective: 

·        
Develop training module (include training plan and curriculum) on ASN human resources management based on merit system, civil servants code of ethics and code of conduct, and other issues
related to KASN’s authority

·        
Develop a comprehensive handbook on human resources management based on merit system, civil servants code of ethics and code of conduct, and other issues related to KASN’s authority

·        
Design and facilitate the training to KASN Staff

 

B.    
Activities:

1.    
Consultant for Training Curriculum & Module (20 days)

1.1 Three (3) days for:

a.      
Meet and brainstorm with KASN Commissioners to do the training assessment (together with the consultant for handbook)

b.     
Conduct a preliminary review on existing and relevant regulations and relevant learning materials related to the ASN
human resources management based on merit system, civil servants code of ethics and code of conduct within KASN

 

1.2Five (5) days for:

a.      
Draft a proposed outline of training plan, methodology, and curriculum based on the TOR, desk review, and interview with KASN

b.     
Present outline to the beneficiaries and MSI SIAP-1 for review and approval

 

1.3Eight (8) days for:

a.      
Draft the TOR of training which includes training objective, output, training session plan, methodology, schedule, and targeted participants

b.     

Develop training module based on the approved training plan & curriculumDraft the pre and post-test, and training evaluation to measure the effectiveness of the training

c.      
Present the draft of TOR, training module, and pre & post-test to the beneficiaries MSI SIAP-1 for approval

d.     
Revise the module based on the beneficiary’s feedback

e.      
Present the final module for the beneficiary and MSI SIAP-1 approval

 

1.4Four (4) days for:

a.      
Present as a facilitator during  training  to
KASN staff

b.     
Write training report that highlights training process, achievement, evaluation, and recommendation

Report on the training need assessment

Approved TOR, training module (include presentation), and pre & post test

Training report that highlights training process, achievement, evaluation, and recommendation

* All deliverables should be branded according to the SIAP-1 branding & marking requirement

 

2.    
Consultant for Handbook (20 days)

2.1Three (3) days for:

c.      
Together with the training curriculum consultant (hired separately), meet and brainstorm with KASN Commissioner to gain a better understanding of human resources management of civil
servants & KASN’s business process

d.     
Conduct a preliminary review of existing and relevant regulations and other materials related to
human resources management based on merit system, civil servants code of ethics and code of conduct within KASN

 

2.2Five (5) days for:

a.      
Draft a proposed outline of the handbook and consult it with KASN Commissioners and Assistants

b.     
Present handbook outline to the beneficiaries and MSI SIAP-1 for review and approval

 

2.3Twelve (12) days for:

a.      
Develop a draft of handbook based on the approved outline

b.     
Present the draft of handbook to the beneficiaries MSI SIAP-1 for approval

c.      
Revise and finalize the handbook based on the beneficiaries feedback

d.     
Present the final handbook for beneficiaries and MSI SIAP-1 approval

Qualifications

1.     
Individual/personal consultant

2.     
An advance degree in political or social sciences, public policy, development, or a related discipline

3.     

Have at least 3 years of experience in developing training module, curriculum, and/or handbook/book

4.     
Experienced in designing and delivering training

5.     
Have in-depth understanding and knowledge on civil servant management, and/or merit systems is preferred

6.     
Have an experience working with government agencies is preferred
