BACKGROUND
Since
2013, Care International Indonesia (CII) is implementing Adding Value on Community Economic Activity Project ,which also familiar as ADVANCE project, in Kupang District and Kupang Municipality, Nusa Tenggara Timur. ADVANCE project committed to support 300 farmers through 19 farmer groups in 6 villages by providing technical assistances in piggery farming, improving farmer’s capacities and skills as well as assist them to develop marketing strategy for their piggery products. Related
with the CII support in marketing process, currently we are seeking a skilled consultant / team of consultants to undertake a thorough market study across District of Kupang and Kupang Municipality. There are six target villages; Oebelo, Noelbaki, Manulai II, Tuapukan, Naibonat and Mata Air – depending on project cost this could potentially be reduced to four villages which represent both district and municipality. The analysis is likely to include between 2-4 weeks in the field. PURPOSE and SCOPE Of WORK
The
key objective of the study is to mapping piggery product’s market in and connected to Kupang district and Kupang municipality as well as to analyze the demand, supply and operational process along with any related legal issues which may support assisted farmer groups to understand the current situation of small scale piggery farming holistically. Specifically,
the study aims to: –
Map local potential market of piggery especially live pigs (seeds, breeder and sow), fresh pork and its processed food, pig’s feed and piggery health services (artificial insemination, castration, etc). Furthermore, this study expected to provide information of predicted future market opportunity to allow small scale farmers to proactive position themselves to seize them. –
Analyze current market trends in terms of market demand and supply, price-scheduling mechanism, market determinant factors, supply chains and government market regulatory and control mechanism –
Analyze possible potential risks the farmers may face in market and suggest possible mitigation measures –
Analyze the strength, weakness and market opportunity of farmer’s current product and come up with innovative and possibly recommendation related to its market (e.g. ideas of packing and packaging, marketing models, etc) that can adopt by small scale farmers. –
Provide practical input towards piggery business and its related business sectors with sufficient profitability, such as capital requirements are required to set up business in a range of sectors, what is the growth potential, survivability rates, etc. –
Robust analysis of the current and potential future business opportunities in the specified target villages – what types of business opportunities are likely AUDIENCE and USE
The
key audience of the study is the assisted farmer groups of the project area as the study would support them in understanding the market trends and dynamic as well support those interested in value chain of their piggery products. However, the assessment report will also be aimed primarily at multiple stakeholders like decision makers and important stakeholders. METHODOLOGY
The
consultant(s) will have to map potential local and regional markets in terms of type, size and volume of market, goods sold and bought, supply chain, type of producers, suppliers and vendors, distance of the market from the targeted villages, market associations/trade organizations, security arrangement/situation especially for competitiveness. A
detailed methodology should be provided showing how the research aims and objectives will be met. As a guide, the study should consist of: a. Literature review of
relevant project and external documentation; review of relevant documents held by Care International Indonesia and its consultants as well as relevant published literature and secondary sources. b. Collection of further
data and collation data on future economic opportunity of farmer groups’ priority products; including identification of growth potential and opportunity for start-up businesses in those products based on existing trends and future potential, where possible, capital opportunities (both from private sectors and or government), potential job creation (especially for youth and women), applying sector growth estimates and job elasticity. It may include small consumer’s survey of our current products (taste and packaging or the processed food, level of price, etc). c. Identify
constraints/challenges as needed and recommendations to respond to these; this might be through review of the wider literature and or primary research with farmers, private sectors, government and other key actors. d. Field visits as primary
research to seek accuracy of information available in secondary sources as well as assess potential market and its strategy approach for each priority product. e. Provide debrief to Care
International Indonesia using either a draft set of results or PowerPoint presentation to summarize preliminary findings and recommendations. This should be shortly after the end of the field work. f. Submit a draft study
report; of no more than 25 pages that corresponds to the requirements outlined below in the ‘deliverables’ section. g. Submit a final report
which incorporating any relevant feedback from project ADVANCE team. DELIVERABLES
Deliverables
should include the following: –
A proposal which including planned timeline and work plan, literature review of all relevant secondary sources, detailed methodology/approach, planned stakeholders to be consulted and sampling framework, data collection and analysis tools, qualitative and quantitative protocols for data collection and analysis. –
Definition framework to ensure we have a common understanding of key terms and sectors. –
Any suggested improvements to existing study scope, as outlined in this document. –
Brief presentation of preliminary findings. –
Draft report written both in English and Bahasa Indonesia that meets the requirements outlined below. –
Final report. The
final report should be produced both in English and Bahasa Indonesia, jargon free, clear and simply written. The main body of the report should not exceed 25 pages exclude annexes. Recommendation and findings should be backed up with relevant data, with reference to the data source and need to be specific. The
structure of the report should cover the following: –
Executive Summary; –
Brief Project Background; –
Main Findings relating to the study questions; –
Recommendation for future action. In
addition, the final report should contain at least the following annexes: –
Terms of reference; –
Literature review; –
Itinerary; –
List of meeting attended; –
List of persons interviewed; –
Details of methodology; –
Any other relevant material, including data collection tools; –
Further technical data and sources.
