Project Summary

TIRTA (Tertiary Irrigation Technical Assistance) is one of the projects under the umbrella of AIP Rural Program. AIP-Rural aims to increase smallholder farmer incomes and competitiveness in a market-oriented
manner through sustainable solutions. The rationale for support for agriculture in Indonesia is that the sector is typically estimated to be up to three times more efficient in reducing poverty compared to other major economic sectors in developing economies.
Agriculture provides livelihoods for millions of workers in Indonesia, particularly in rural areas, and underpins food security and nutrition. TIRTA will approach tertiary irrigation in a businesslike manner by facilitating the expansion of local commercial
investment in tertiary irrigation schemes in eastern Indonesia.  


Position Summary 

Under the direction of the Deputy Team Leader, Intervention Coordinators are responsible for the design, implementation, and monitoring
of irrigation interventions in eastern Indonesia.


General Duties

Under the direction of the Deputy Team Leader, Intervention Coordinators are responsible for the design, implementation, and monitoring of irrigation interventions in eastern Indonesia.
The general duties include the following:


Making contact with farmer groups, HIPPAs, local investors and other stakeholders in the program areas with a view to assisting them to make applications
to the program for support.

Preparing Intervention Plans (adapted from those used by AIP-Rural) and results chains (causal models) to identify the stages in intervention implementation.

Preparing the Intervention Steering Document (after the approval of each Intervention Plan) which lays out the sequencing of critical activities as well
as identifies appropriate indicators and what instruments should be used and when they should be applied in the measurement of key results.

Arranging participation by stakeholders in the technical and commercial viability studies for determining optimum technical configurations for each site
and ensure that it offers the investors a reasonable return on investment; a reasonable operating cost; and an adequate and reliable supply of water to the water users.

Facilitating agreements between HIPPA and local investors or banks, with minimum levels of due diligence carried out on each of the parties to the agreements.

Collecting and analysing the data needed for monitoring and assessing intervention progress and program attribution and impact.  This includes the designing
of the periodical Results Monitoring activities, such as their planning and the questionnaires, and also the preparing of the terms of reference for any data collection surveys that will be contracted out and the commissioning of those surveys.  The MRM Manager
and/or MRM Coordinator will provide technical guidance and assistance.

Preparing monthly and quarterly progress reports according to a format to be developed by program management.


Specific Task

Under the direction of the Deputy Team Leader, Intervention Coordinator No 3 will work in close cooperation with the other Intervention Coordinators.  He will strengthen the team’s
expertise for planning and designing the technical aspects of interventions.  Specific tasks envisaged are:


Collect documentation on existing and planned land use and irrigation infrastructure systems in the target areas, such as topographic maps, land use maps
and satellite images, water resources maps, irrigation maps, and irrigation system layouts, irrigation development programs.

Help identify potential sites for expansion of irrigation services coverage and TIRTA interventions (by analysing the documentation, interviewing stakeholders,
and visiting field sites).

Plot and regularly update potential and actual intervention locations on overview maps and plot infrastructure plans on individual intervention maps.

Review irrigation-technical aspects of intervention plans, designs, cost estimates.

Prepare concept Terms of Reference for any technical TIRTA contributions that will be contracted out, such as for technical survey, design, construction,
and completion evaluation.

Monitor and report on implementation of irrigation-technical aspects of the interventions.


Essential Education and Experience required:

A degree in civil engineering, specialising in irrigation or water supply, with at least 10 years work experience in infrastructure system planning, design,
construction, commissioning, and management (operation and maintenance)

Proficiency in use of MS. Office

Good communication and interpersonal skills, and ability to work in teams

Flexible, willing to learn, and undertake inter-district travel

A working knowledge of English



Working experience in the program target area, networks among public and private stakeholders East Java, NTT and NTB provinces.
