The Indonesia Urban Water, Sanitation, and Hygiene (IUWASH) project is
a sixty-month program funded by the United States Agency for International
Development (USAID) and implemented under the leadership of DAI. IUWASH works
with government, the private sector, NGOs, community groups and other
stakeholders to improve access to safe water supply and sanitation in
Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government
of Indonesia (GoI) in making significant progress in achieving its safe water
and sanitation Millennium Development Goals (MDG) targets by expanding access
to these services. The expected results to be achieved are: 2 million people in
urban areas gain access to improved water supply; 250,000 people in urban areas
gain access to improved sanitation facilities; and the per unit water cost paid
by the low income communities in targeted areas decreases by at least 20%. To
achieve the above, assistance provided by the project is divided under three
main technical components, including:
- Mobilizing demand for
water supply and sanitation service delivery; - Improving and expanding
capacity for water and sanitation service delivery; and - Strengthening policy and
the financial enabling environment for improved water supply and sanitation
service delivery.
As
part of the above, a Final Evaluation has been scheduled with the purpose of
providing USAID and the Government of Indonesia (GOI) with an unbiased and
transparent review of the success and potential impact that USAID IUWASH has
made over the life of the project. As it is believed that, by project
completion, IUWASH will have reached all targeted High-Level Results (HRs) and
the majority of targeted Outcomes, the Final Evaluation will review the
project’s success at both the national and local levels in knowledge management
and, more specifically, in: informing policy; improving program development;
and increasing implementation capacity. To achieve these objectives
IUWASH need high caliber incumbent to fill the positions of
Final
Evaluation Team Leader, based in Jakarta (FETL-JKT)
as Short Term Technical Assistance (STTA)
- 3 months contract (February – April 2016)
- 38 days LOE
As
the timing of this evaluation is appropriate for recommending and suggesting
possible future strategic USAID priorities for WASH sector assistance in
Indonesia, the Final Evaluation will specifically target five areas of IUWASH
intervention that are expected to receive continued support. These include:
1)
Water
utility performance improvement
2)
Sanitation
institution development
3)
Behavior
change communications and gender mainstreaming
4)
Microfinance
and SME development
5)
Private
sector engagement
The
Final Evaluation team will consist of the following:
- A
Team Leader, a BCC/Marketing Specialist and a Community WASH/Microfinance
Specialist who will be engaged by DAI and substantially guided by USAID; - Two
water sector specialists from USAID/Washington who, it is expected, will
be available for three weeks during the first part of the Evaluation
process; - Other support as may be determined by the Final
Evaluation Team Leader in consultation with the USAID COR.
Objective:
Oversee
all work of the Final Evaluation team, ensuring the
completion of required tasks and the
development, quality and timely submission of all deliverable set forth in the
Final Evaluation Scope of Work.
Responsibilities:
The
responsibilities of the Final Evaluation Team Leader will include, but not be
limited to, the following:

Serving as the primary point of
contact between the USAID/Indonesia and Evaluation Team;
·
Conducting an initial team
planning meeting to:
o
Define roles and responsibilities
of team members, including the specific tasks and writing assignments of each
member, and a calendar of team activities (including the timeframe for the
production of team member deliverable);
o
Develop an overall Final
Evaluation report outline which will be subject to USAID/Indonesia review and
approval;
o
Identify participants of and
schedule key informant interviews, focus group discussions and filed visits,
including:
§
Development of standard tools for
recording interview and discussion results.
§
Determining the appropriate “mix”
of team members in the event the team is split among multiple sites.

Leading kick-off meetings with key
USAID and GOI partners to ensure a common understanding of Final Evaluation
goals, objectives and timeframes for implementation;
·
Leading management of team
logistics, including coordinating with IUWASH offices as concerns necessary
logistical support (including travel, lodging, office support, etc.);
·
Ensuring team adherence to
evaluation methodology.
·
Maintaining key stakeholder
relationships for successful completion of evaluation and continuation of USAID
programming.
·
Identifying and working with
IUWASH staff and others as required to secure additional data which may not be
available in documents provided, but is nonetheless important to meeting Final
Evaluation goals and objectives and can be assembled without substantial
additional effort;
·
Identifying graphics, maps and
other information to enhance the utility and readability of the Final
Evaluation report;
·
Providing regular direction and
guidance to other team members which includes monitoring their adherence to
team work schedules, reviewing the quality of their inputs and deliverables,
and providing guidance on areas of required improvement;
·
Assembling and controlling the
quality of a draft final report which is to be presented to USAID at least
three days prior to a final team meeting with USAID;
·
Conducting a final team meeting
with USAID, IUWASH and GOI partners (as USAID deems appropriate) to present
overall Final Evaluation findings and recommendations and seeking input on
final changes that may be required;
·
Producing a final report (in English) that
incorporates final input from other team members and appropriately addresses
any comments/issues as requested by USAID.
Deliverables
1. Final Evaluation report outline
due within the first week of in-country work;
2. Final Evaluation draft report
due to USAID three days prior to the final team meeting with USAID;
3. Final Final Evaluation report
due within two weeks of departure from Indonesia.
Posting
& Reporting Relationships
The
work of the Team Leader will be performed in Indonesia as well as from his/her
home of record. As this position is funded under the DAI contract for IUWASH,
the project Chief of Party will serve as the Team Leaders primary supervisor.
However, as the nature of the assignment calls for an independent and objective
assessment of the project, overall technical direction will be provided
principally by the USAID/Indonesia COR for IUWASH.
Qualifications:
·
Demonstrated knowledge
and at least
fifteen (15) years
of professional experience expertise in water
supply and
sanitation, particularly as applied in urban settings and as concerns utility
strengthening, regulatory reform and/or institutional reform.
·
Substantial
experience with project/program evaluations, including methodology and
implementation.
·
Strong
supervisory skills and experience in serving as a Team Leader on similar
assignments.
·
Substantial
experience in working with USAID.
·
Fluency
in English and a proven ability to write and coordinate the production of
quality reports.
·
Minimum
of a Master’s Degree in a relevant field.
·
Experience
working in Indonesia strongly preferred.
