open ended Contract and on C level.

(WASH) Officer
Job Purpose:
To enable Oxfam to assess, analyse and determine the decision quickly on
the WASH/ Hygiene Promotion requirements in emergencies and to monitor
the implementation of WASH /hygiene promotion activities. The work may
involve in capacity preparedness to response and intervention to the emergency
stage. Ensuring all its interventions to meet humanitarian needs and the
Oxfam standards
Key Responsibility:
Data and information management
· Supporting
and or carry out needs assessments, baseline studies and periodic studies,
and feed back findings to project design as well as stakeholders.
· Support
the design and application of KAP survey, project delivery methods
and comprehensive monitoring tools and system
· Project
monitoring including regular report on progress against activities
and indicators
· Coordinate
with the other project team to ensure that the DRR aspects
are mainstreamed into WASH/Hygiene promotion project
· Liaise
with stakeholders to coordinate within the WASH sector
· Keep
proper records of field monitoring report
Resources management
· Recruit,
train, and manage partner staff involved in WASH project
· Provide
support and consultation to partners in regards to the needs of meeting
logistics, administration, and HR requirements together with partners WASH
field facilitator.
Capacity Building
· Assess
the capacity development needs of selected Oxfam and partner staff, based
on the tasks and competencies outlined in their job descriptions, and produce
a capacity development plan to meet their needs.
· Provide
technical assistance to partners throughout the programme cycle management,
through various agreed methodologies such as on the job training,
coaching and mentoring
· In agreement
with Technical Support Coordinator and Partnership officer, provide supervision
for field based partners WASH staff and monitor their capacity development
· Where
appropriate provide support to other Oxfam potential partners and local
authorities to increase their understanding of engaging communities in
WASH programmes in emergencies
· Ensure
that essential capacity building materials are made available to all Partners
staff involved in this program and guide them in familiarising themselves
with key documents
· Ensure
that all capacity building activities promote programme compliance with
national and international standards and adhere to Oxfam’s policies and
guidelines including promoting women’s right at the centre pf all
WASH preparedness program
Coordination
· Liaise
with INGOs, NGOs,UN and Government bodies and identify ways in which Oxfam
can collaborate and coordinate with them.
· Produce
progress reports and submit these at intervals to be agreed with the Partner
and PHP tech Coordinator
Requirements:
· Background
and qualification in Social Sciences, Community Development, Environmental
or Public Health or related discipline, ideally with some experience of
working in emergencies.
· Experience
of using child based approach in Public Health Promotion program
· Experience
of working directly with communities, children and building the capacity
of Partners through training, coaching and mentoring.
· Strong
Monitoring and Evaluation skills to demonstrate evidence based of
project
· Ability
to plan and coordinate the work with other project team to ensure that
DRR aspects are mainstreamed into project approach and activities delivery
· Strong
communication & interpersonal skills; comfortable engaging in dialogue
with a range of actors (communities, local partners, government officials,
NGOs and INGOs)
· Ability
to build good relations within the team and to network externally.
· Good
understanding of the role of gender and protection issues within community.
· Good
written and spoken English is essential
