1.    
Background

The Commission of Information (KI) has created an online case management system called SIMSI which is used to process complaints on public information disputes filed by citizen. It allows KI to manage and record
the cases within all KI branches, both central and 32 local KI offices. It also has a feature to store all KI decisions on public information disputes which made available for public. SIMSI has to be operated by KI commissioners, expert staffs, and their registrars.
Developed in 2015, SIMSI is an application that has been developed under SIAP 1.

 

To better understand how to use SIMSI and its business process, KIP needs an approach to train their staff both in the central and local offices in a more effective and efficient way. Therefore, KIP wants to develop
an e-learning module that can help them to disseminate SIMSI to the various local KI offices and to train its staff on how to use SIMSI.

 

In this regards, SIAP 1 seeks to recruit 2 individual consultants to help KIP in developing the SIMSI e-learning application. The Consultants have to work as a team and closely communicate with KIP and SIAP 1.

 

2.    
Objectives

Develop the SIMSI e-learning program and teach KIP staff on how to use the system.

 

3.    
Specification of the e-Learning

3.1       
Combining 2D Animation and Video for the Content Development

The majority of the course topics will be delivered in 2D animation combined with captivate video to explain about SIMSI and the workflow of the system through different scenarios of using SIMSI. The animation
character for the courses will be developed exclusively made for the KIP.

3.2    
Using Different Methods of Content Delivery

Consultants are required to work closely with SIAP 1, KIP and Subject Matter Experts (SMEs)[1]
that are appointed by the KIP to develop and convert the course topic material into one E-Learning Module.

3.3    
Bandwidth-Friendly Content

Consultants must split the module into separate files so that the end user can download the files more easily from the internet, especially in regions with limited bandwidth.

3.4    
Online and Offline Learning

The content must be developed in Flash to allow users to learn both online (through browser with flash player plugin that can be downloaded freely) and offline (through CD). 

3.5    
Structure of the module

The structure of the modules within the e-Learning course will be a multi-linear approach whereby people can access the information non-sequentially according to their interest or need and according to their role
or level. Consultants should use case scenarios that are often found in the field refer to recommendations from KIP.

Micro Learning

Consultants must use the strategy of micro learning, where modules are split into micro modules with maximum duration of 8 minutes. If a module should take more than 8 minutes, there will be an engagement activity
(game or assessment) after every 8 minutes.

The courses will use standard packaging as follows, if and when necessary:

3.8    
User Database System

Consultants must develop a course reporting system to measure the user’s understanding on the materials through a designed test forms. It uses a simple database system that will coexist with the ecosystem of the
e-Learning content.  The process of capturing the data will be as follows:

1.  Learner will be required to input their name and other necessary data which will be transferred and captured into the database.

2.  At the end of the course, the course data that include score, completion data and other requested data will be sent out and captured into the database.

The information captured by the database will depend on the user requirement. To use the data, administrator can download the course data in CSV format that can be opened with Microsoft Excel. It can be accessed
both online and offline depending on the setting. Database can be stored in local or cloud server depending on the requirement.

Scope of Work:

4.1    
Consultant #1 for e-learning module developer

A.      
COLLECT: Learning Needs Analysis and Sessions Plan Preparation

In this phase, consultant will analyze the learning needs of KIP, courseware length in hours, relevant curriculum and its details. Consultants will identify online learning structure and create the curriculum together
with SIAP 1 and KIP. The output of the course curriculum is a Sessions Plan form. This phase will include:

Discussion with SME

●       
Required learning gain analysis

●       
Developed training need analysis

●       
Constructed E-Learning module structure

●       
Blended learning need assessment and process recommendation, if needed

●       
Produce project timeline

●       
Team member formation

●       
Develop learning approach for each module.

 

B.      
DESIGN: Storyboard Development

The development of storyboard will focus on two elements: instructional goals and the users of E-Learning courseware. The instructional goals is a statement that describe what learners should be able to do after
experiencing a distinct unit of instruction. Consultants will work closely with the SME to develop the instructional goals. Aside of the course goals, Consultants will assess the learners’ needs and the basic or additional knowledge required. After gathering
all information and develop the instructional goals, Consultants create the learning activities according to the data and goals. Consultants will also make the courseware assessment as approved by KIP. These goals, data and requirements will be translated
by the instructional designers into a textual and visual storyboard. The important activities during this phase including:

Prepare proposed structure of the course presentation

●     
Develop Design Document; a guide in designing the course

●     
Identify and develop materials presentation pattern for each module

●     
Plan intended trainee participation according to the learner’s profile

●     
Construct assessment strategy for the entirety of the course and each module

●     
Prepare Storyboard for each module

 

C.       
 DEVELOP: Courseware Development

In this phase, consultant will assist the Graphic Designer and Animator consultant to translate the learning needs and instructional goals into instructional strategies, that will include animation, sound, and
video.

 

D.      
 DELIVER: Implementation

At this stage, Consultant will work with the consultant for e-learning graphic designer to implement the outlined planning and development into live 2D animation courseware. Consultants must conduct User Acceptance
Test (UAT)[3] to a limited numbers of users before
deploying the courseware into KIP system. The activities in this phase including:

●     
Courseware packaging: combining every sub module into one module

●     
Conduct UAT in real user delivery environments that include setting and uploading the courseware on to the server, and other delivery method testing.

●     
Develop an user database systems to manage and evaluate the post-test for each module.

●     
Final revision before the launching

●     
Final approval to deploy the courseware into the server

 

E.       
Training for Content Usage

After completion of the e-learning systems, consultants conduct training for the module and admin feature. The focus in content training is to teach KIP staff on how to use the content in the module and the administration
of post-test. The agenda of the training will include:

Consultant #2 for e-learning graphic designer

The consultant for e-learning graphic designer will work under direct supervision from the consultant for e-learning module developer.  Scope of work of the consultant for e-learning graphic designer are:

DESIGN: Storyboard Development

Together with the consultant for e-learning module developer, the consultant for e-learning graphic designer develop the storyboard which will focus on two elements: instructional goals and the users of E-Learning
courseware. Consultants create the learning activities according to the data and goals. Consultants will also make the courseware assessment as approved by KIP. These goals, data and requirements will be translated by the instructional designers into a textual
and visual storyboard. The important activities during this phase including:

Develop Design Document; a guide in designing the course

In this phase, Graphic Designer and Animator consultant will translate the learning needs and instructional goals into instructional strategies, that will include animation, sound, and video under direct supervision
of the consultant for e-learning module developer. The activities in this phase including:

Development of multimedia

●     
Audio recording

●     

Alpha testing – interactive module without the audio

●     
Beta testing – interactive module inclusive of audio

 

C.       
DELIVER: Implementation

At this stage, Consultant will work with the consultant for e-learning module developer to implement the outlined planning and development into live 2D animation courseware. Consultants must conduct User Acceptance

Test (UAT)[4] to a limited numbers of users before
deploying the courseware into KIP system. The activities in this phase including:

●     
Courseware packaging: combining every sub module into one module

●     
Conduct UAT in real user delivery environments that include setting and uploading the courseware on to the server, and other delivery method testing.

Final revision before the launching

Final approval to deploy the courseware into the server
