Project Overview

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.

In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

The MCC Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).

To support the MCA-Indonesia II and the implementation of the Indonesia Infrastructure and Finance Compact, the MCA-Indonesia II seeks motivated and qualified Indonesian candidate for the position of the Economic Analysis Specialist.

Position Objective

Working under the direction of the MCA Lead Economist, the Economic Analysis Specialist will assist the MCA Economic Analysis team in supporting and promoting MCC’s evidence-based approach to assessing project economic viability. This involves applying cost-benefit analysis (CBA) and beneficiary analysis (BA) techniques throughout Compact. The primary focus is on evaluating projects’ economic rationality, specifically emphasizing their contributions to economic growth, private investment, and the improvement of household incomes. Additionally, the role involves fulfilling other tasks as needed, including maintaining close collaboration with other teams within MCA.

Tasks and Responsibilities

As the Economic Analysis Specialist, your duties encompass:

  1. Production of Analysis: Support the team in generating cost-benefit analysis and beneficiary analysis at the project level in accordance with MCC CBA Guidelines (plus other related sector-specific CBA guidance), and the Compact Agreement timeline requirements.
  2. Evaluation and Review: Assess assumptions, methodology, data accuracy, and economic analysis content in deliverables and other submitted documents for review.
  3. Data Collection and Database Development: Manage the MCA EA team’s database development and gather external data, evidence, and necessary information to support analysis
  4. Reporting and Collaboration: Provide regular reports to the Lead Economist, actively participate in team meetings, and contribute substantive inputs to the MCA EA team’s work plan and deliverables in a timely manner.
  5. Coordination and Communication: Support the Lead Economist in maintaining close coordination with MCA project teams, cross-cutting units, relevant counterparts, and key stakeholders. This includes engaging with implementing entities, project implementing units, relevant ministries/agencies, private sectors, and financial sectors to ensure updated and accurate information for economic analysis.
  6. Attendance at Meetings and Events: Participate in all MCA meetings and events to stay informed and contribute to ongoing initiatives.
  7. Procurement Assistance: As needed, assist with EA procurement, including developing terms of reference, generating independent cost estimates, and conducting technical evaluations.
  8. Travel: Travel domestically and internationally as necessary to maintain effective working relationships with key counterparts and stakeholders.

Key Qualifications (Education, Experience, Technical Competencies)

Education:

 A Master’s degree in economics, finance, public policy, or a related field.

 Experience:

  • Proven experience (5 or more years) in economic analysis, cost-benefit analysis, or related fields, preferably in international development projects or programs. Knowledge of Indonesia’s MSME sector, public infrastructure (in particular, transport and logistics), and financial sector is beneficial.
  • Experience working with government agencies, international organizations, or non-governmental organizations involved in economic development initiatives.
  • Familiarity with project management principles and methodologies.
  • Experience in data collection, econometric analysis, and statistical software applications.

 Technical Competencies:

  •  Solid understanding of economic theory, focusing on microeconomic and macroeconomic principles.
  • Familiarity with quantitative analysis, including advanced Excel skills and statistical software.
  • Demonstrated written and verbal communication skills, including ability to convey the findings of technical economic analyses to a non-technical audience.
  • Good organizational skills and attention to detail, with the ability to effectively manage multiple tasks and deadlines.
  • Proven ability to work collaboratively in multidisciplinary teams.
  • Good skills in English and Bahasa Indonesia.

Please note this will be a full-time position for a base period of 12 months with duty station in Jakarta.
