There is a significant void in knowledge about what teachers in Indonesia are teaching in the classroom, what the primary constraints they face are, and how teaching quality can be more efficiently and effectively improved. The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), is seeking to assist the Government of Indonesia (GOI) to fill this void by establishing Innovation for Indonesia’s School Children (INOVASI).
INOVASI is an ambitious four-year (with the possibility of an extension for another four), AUD 49million program. It will collaborate closely with the GOI at the district, provincial and national level to develop and implement action-oriented research and pilots to answer the broad question: What works to improve student learning outcomes in Indonesia? It will focus on three sub-topics of investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all.
MERL unit is responsible to manage the monitoring, evaluation, research and learning tasks and responsibilities for INOVASI at national and sub national level, according to agreed framework between INOVASI and DFAT. The functions of the unit are to provide support to project team to develop interventions, measure and document changes, collect evidence, provide support to enable learning cycles to take place at all levels and to produce report. The MERL products are intended for internal learning, dissemination and advocacy purposes.
INOVASI is managed by Palladium on behalf of DFAT, and formally started on 18 January 2016.Purpose of the Position: The Education Specialist will be a full-time member of the Education Team in the design, piloting, and implementation of education interventions and activities which contribute to the improvement of learning outcomes in target schools and districts.ResponsibilitiesDuties: Under the direction of Education Manager, the Education Specialist will:
- Contribute to the development a database of potential interventions, through discussion with other INOVASI staff, other education programs in Indonesia, DFAT, MoEC, and background research, in order to then provide recommendations on interventions INOVASI should consider for its first province;
- Have significant technical input into the design, piloting, and implementation program of activities focused on children and their learning within INOVASI’s three sub-topics of investigation ;
- Lead the design and facilitate implementation of specific activities at the class-room and school levels
- Work closely with other Education Team members to ensure effective horizontal and vertical coordination and implementation of planned activities in target districts;
- Provide technical advice to the rest of the Program on education especially on teaching and learning matters;
- Contribute to external reports, briefs, and other knowledge products for a range of stakeholders to forward the overall learning and innovation objectives of INOVASI, and contribute to INOVASI program reporting to DFAT as required;
- Prepare Terms of Reference, Concept Notes, progress reports, and other intervention documentation as assigned;
- Other duties as may reasonably be required by the Learning Development Manager consistent with the incumbent’s
RequirementsQualifications and Experience: The Education Consultant will possess the following qualifications and experience:
- Degree in education or relevant development subject and significant, relevant experience in education, public policy, or social sciences, advanced degree advantageous;
- Minimum of 10 years work experience working in education related development programs within Indonesia which have included in-service teacher training, research and knowledge management, literacy and numeracy, program implementation and related activities;
- Demonstrated understanding of basic education and the challenges and conditions for improving and sustaining quality education, particularly in underserved schools and communities in Indonesia;
- Knowledge of the Indonesian Ministry of Education & Culture structure and program planning process is advantageous;
- Experience with DFAT or other development agencies, preferably within the basic education sub-sector, is advantageous;
- Excellent written and verbal communication skills in Bahasa Indonesia and English;
- Sound problem solving and decision making skills;
- Ability to work independently and as a part of a team.
