Project Overview

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.

In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

The MCC Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).

To support the MCA-Indonesia II and the implementation of the Indonesia Infrastructure and Finance Compact, the MCA-Indonesia II seeks two (2) motivated and qualified Indonesian candidate for the position of the ESP Specialists.

Position Objective

The ESP Specialist works under the direction of the ESP Lead to oversee ESP aspects of the ATLAS and FMD Projects, and to ensure the finalization as well as effective implementation of the Environmental and Social Management System (ESMS), as well as other tasks as needed.

Tasks and Responsibilities

Work under the guidance of the ESP Lead and close coordination with the ATLAS and Blended Finance Delivery project teams to:

• Coordinate closely with all MCA consultant staff and government counterparts to ensure proper implementation oversight of ESP aspects of all Compact-funded activities, including participating in field missions.

• Travel domestically and internationally as necessary to build and maintain effective working relationships with key counterparts and stakeholders.

• Support completion of the ESMS both at Project level following the timeline as stipulated in the Compact Agreement.

• Implement applicable ESMS activities consistent with the objectives, budget, investment criteria, and other requirements stipulated in the Compact.

• Provide substantive input to update the ESMS as needed, to ensure proper alignment with the specific project context.

• Provide relevant input for the development of Compact Closure Plan (CCP) and coordinate with project teams as well as other stakeholders in the implementation of CCP.

• Assist the ESP Lead and project team to provide training and capacity building to stakeholders in the implementation of projects when required.

• Perform other duties as assigned by the supervisor.

• Brief and regular report highlighting the implementation and update of ESMS document.
• Input for CCP related to ESP.
• Regular monthly ESP progress reports to be agreed with ESP Lead.
• Other reports as requested by the ESP Lead and/or other members of the MCA Management Team.

Key Qualifications (Education, Experience, Technical Competencies)
1. Education, experience and technical competencies:
• Bachelor Degree in natural or social science, environmental planning, engineering, or a similar discipline.
• Five (5) or more years of experience in environmental and social impact assessment and in leading efforts to integrate environmental and social considerations into infrastructure financing projects, and/or policy and institutional reform projects.
• Have knowledge and understanding about issues of Indonesian environmental and social laws and regulations, particularly those relevant to AMDAL, public health and safety, natural resource management, public consultation, land acquisition and resettlement, human right, and gender issues.
• Familiarity with international environmental guidelines and safeguards, IFC Performance Standards, and/or Environmental and Social Management Systems preferred.
• Ability to interact constructively and strategically with stakeholders – technical experts, government officials, people affected by Compact projects, and civil society.
• Have good spoken and written English and Bahasa Indonesia.
• Willingness to undertake regular field visits and interact with the different stakeholders.
2. Personal attributes and competencies:
• Excellent interpersonal and communication skills, and demonstrated ability to effectively interact and collaborate with people/stakeholders in multidisciplinary teams as well as work across departments, divisions and institutions.
• Good in personal organization, planning and priority setting. Have good initiative, is focused and result oriented.
• An effective team-player and has excellent coordination skills.
• Able to multi-task, handle tense situations with diplomacy and tact.
• Ability to work with a high degree of autonomy and to take initiative in a transparent manner.
• Values the continuous improvement and learning.

Please note this will be a full-time position for a base period of 12 months with duty station in Jakarta.
