Evaluator Program MATAHATI

Job Description

The MATAHATI Consortium is seeking an evaluation team to conduct the end-of-Phase I evaluation of the MATAHATI Program (from 26 September 2023 to 30 April 2026) in 12 villages in Kupang District, East Nusa Tenggara, focusing on resilience, disability inclusion, eye and mental health, sustainable livelihoods, inclusive education, and inclusive local governance. The team will be responsible for designing and implementing a comprehensive evaluation using mixed methods, analyzing program achievements, and developing strategic recommendations for the design of Phase 2.

Job Requirements

  1. The evaluation team consists of several members whose expertise complements one another (quantitative, qualitative, sectoral/thematic, and knowledge management), with a collective minimum of 5 years of experience in program evaluation, especially integrated multi-sector programs (DRR, climate change, eye health, mental health, livelihoods, inclusive governance).

  2. Preferably includes persons with disabilities as part of the team and ensures gender-balanced composition, and has strong experience in applying disability inclusion and gender equality in tool design, data collection, analysis, and formulation of recommendations.

  3. Proficient in various research/evaluation methodologies (mixed methods, quantitative surveys, FGDs, in-depth interviews, process tracing, case studies), understands the local context of East Nusa Tenggara (language, socio‑cultural aspects, and institutional dynamics), is able to conduct evaluations based on Theory of Change and contribution analysis, and upholds strong research ethics, including experience in applying safeguarding, child protection, PSEAH, and the Do No Harm principle.
