Position Title: Senior Technical Officer TB-HIV (temporary replacement) FHI360FHI 360 is a nonprofit human development organization

candidates for the position of: Senior
Technical Officer TB-HIV (temporary replacement during maternity leave), Challenge TB based in Jakarta,
Indonesia.Challenge TBChallenge TB (CTB) is the new USAID-funded 5-year
global program to decrease TB mortality and morbidity in high burdened
countries. Challenge TB is an international consortium with KNCV as lead
partner for eight partner organizations: American Thoracic Society (ATS),
Family Health International (FHI 360), Interactive Research & Development
(IRD), Japanese Anti Tuberculosis Foundation (JATA), Management Sciences for
Health (MSH), Program for Appropriate Technology in Health (PATH), The
International Union Against Tuberculosis and Lung Disease (The Union), and the
World Health Organization. The overarching strategic objectives of Challenge TB
are to improve access to quality patient centered care for TB, TB/HIV, and
MDR-TB services; to prevent transmission and disease progression; and to
strengthen TB platforms. Challenge TB in Indonesia work in 6 provinces (16
districts).JOB DESCRIPTIONThis consultant will work under the direction of FHI360 Chief of Party
(Caroline Francis) and TB-HIV Advisor from APRO (Lisa Stevens) with close
coordination with Challenge TB Project Coordinator (or acting) to provide
senior-level expertise related with TB-HIV collaborative activities.Specific activities may include:
- In close collaboration with partners –
especially MoH, MoLHR, other Challenge TB partner (KNCV, WHO, IRD, etc) Provide Technical Assistance related with TB-HIV activities to MoH, MoLHR,
Province/District Health Office, Health Facilities.
- Provide guidance and input in the finalization & printing of job aids related
with TB for the HIV outreach worker and key populations. - Together
with Challenge TB team DKI Jakarta & Papua, support the implementation and
monitoring for TB screening among key populations conducted by HIV outreach
worker and support the linkage strengthening between these HIV outreach worker
with key health facilities. - Support CTB STO TB-HIV to
finalize TB-HIV clinical mentoring manual and conduct ToT to at least 2
districts/provinces level of Clinical Mentor group.
- Provide long distance TA related TB-HIV
activities to Challenge TB team in 6 provinces (North Sumatera, West Java, DKI
Jakarta, Central Java, East Java, Papua). Travel is possible if needed. - Support FHI360 Challenge TB team for report
writing Quarter 3 & Planning of APA4 process.
- Work with other
Challenge TB and/or LINKAGES teams for TB/HIV APA3 workplan implementation as
needed. - Participate
in any CHALLENGE TB activity as requested.
DELIVERABLES
- Support Finalization & Printing of 2 job aids (Service Directory Pocket Book & TB IEC material) for HIV Outreach worker to support TB screening among key population
- Conduct 3 times monthly Monitoring Meeting and 1 time Quarterly Monitoring & Evaluation meeting to monitor and evaluate the result of piloting with each of 2 pilot districts related with pilot TB screening among key populations by HIV outreach worker (for Papua, support the Provincial Coordinator to conduct the meeting)
- Complete report to documented the result of piloting in 2 pilot districts related with pilot TB screening among key populations by HIV outreach worker
- Support CTB STO TB-HIV to finalize TB-HIV clinical mentoring manual
- Support CTB STO TB-HIV to conduct training to TB-HIV clinical mentor group in 2 provinces/districts
- Support APA4 Challenge TB Planning
- Support Report Writing Q3 APA3
REQUIREMENTS
- University degree in Medicine (Public Health Master is an advantage)
- Demonstrated Experience in TB-HIV collaborative program for at least 5 years
- Have close coordination with MoH
(especially with TB subdirectorate and AIDS subdirectorate) - Have experience with clinical care
of TB-HIV and/or program with HIV key populations - Strong communication skills for
representing Challenge TB on
higher and lower levels in TB care - Excellent command of Bahasa Indonesia
and English - Demonstrated ability to cooperate and
communicate effectively as leader and part of a team and create a
supportive working environment amongst all staffs - Proven People and Management Skills
- Excellent Report writing skills
- Sound Knowledge of MS Office programs
and possess the capacity to quickly learn and use related IT application - Demonstrated
ability to work as part of multicultural team and independently - Motivated and
willing to learn and implement new ways of working accurately
following the organizational procedures and regulations
