Gender and Social Inclusion (GSI) Specialist – MSME Financing
Project Overview
The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.
In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.
The MCC Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).
To support the MCA-Indonesia II and the implementation of the Indonesia Infrastructure and Finance Compact, the MCA-Indonesia II seeks one (1) motivated and qualified Indonesian candidate for the position of the Gender and Social Inclusion (GSI) Specialist – MSME Financing Project.
Position Objective
The Gender and Social Inclusion (GSI) Specialist will assist the GSI Lead to ensure the finalization and oversight of the effective implementation of the Social and Gender Implementation Plan (SGIP) in the Compact Programs.
Tasks and Responsibilities
Work under the guidance of the GSI Lead and close coordination with the project teams to:
- Coordinate closely with MCC, all MCA personnel and government counterparts to ensure proper implementation oversight of SGIP aspects of all Compact-funded activities, including participating in field missions.
- Travel domestically as necessary to build and maintain effective working relationships with key counterparts and stakeholders.
- Assist the GSI Lead in the completion and update of SGIP both at the Compact and Project level following the timeline as stipulated in the Compact Agreement.
- Provide regular analysis to the GSI Lead on the oversight the implementation of SGIP activities consistent with the objectives, budget, investment criteria, and other requirements stipulated in the Compact.
- Provide substantive input to update SGIP as needed, to ensure proper alignment with the specific project context.
- Provide relevant input for the development of Compact Closure Plan (CCP) and coordinate with project teams as well as other stakeholders in the implementation of CCP.
- Assist the GSI Lead and project team to provide training and capacity building to stakeholders in the implementation of projects when required.
- Perform other duties as assigned by the supervisor.
Deliverables:
- Input for the GSI Lead on the completion and update of SGIP document.
- Regular report highlighting the implementation of SGIP and update to the management on the critical issues.
- Input for CCP related to SGI.
- Other report as requested by the supervisor.
Key Qualifications (Education, Experience, Technical Competencies)
- Education, experience and technical competencies:
- Bachelor degree in social sciences or in related discipline relevant to the project activities (e.g., anthropology, sociology, women’s studies, public policy, community development, developmental economics, etc.)
- At least five (5) or more years of professional experience in integrating gender and social inclusion in MSME financing and MSME capacity development projects, including at least three (3) years in the development and delivery of a program designed to address gender issues in Indonesia.
- Have knowledge and understanding about issues of gender and social inclusion in Indonesia, including the Indonesian policies, laws, regulations.
- Have some experience with inclusive and gender-focused stakeholder engagement is desired.
- Have good spoken and written English and Bahasa Indonesia.
- Willingness to undertake regular field visits and interact with the different stakeholders.
- Personal attributes and competencies:
- Excellent interpersonal and communication skills, and demonstrated ability to effectively interact and collaborate with people/stakeholders in multidisciplinary teams as well as work across departments, divisions and institutions.
- Good in personal organization, planning and priority setting. Have good initiative, is focused and result oriented.
- An effective team-player and has excellent coordination skill.
- Able to multi-task, handle tense situations with diplomacy and tact.
- Ability to work with a high degree of autonomy and to take initiative in a transparent manner.
- Values the continuous improvement and learning.
