Gender and Social Inclusion Specialist

1.  Background
of the Project and Assignment

The Department of Foreign and Trade (Government of Australia), in
collaboration with the Government of Indonesia, is implementing the Australia
Indonesia Partnership-Rural (AIP Rural) Program (from 2013-2018). TIRTA is one
of AIP-Rural’s sub programs.  TIRTA
focuses on catalyzing expansion of irrigation services at the tertiary and
village system level through increased private sector investment. TIRTA’s work
area covers five provinces: East Java, NTT, NTB, Papua, and West Papua.  TIRTA’s activities (interventions) are
targeted to result by the end of 2018 in an estimated 10,000 small-holder
farmers having been able to improve the income from their land by at least 60%.TIRTA’s operation area in East Java Province covers a 4-10 km wide
corridor along the Lower Bengawan Solo, traversing Bojonegoro, Tuban, and

Lamongan Districts.  TIRTA is engaging
private sector investors and seeks to facilitate their investment-related
decision-making by, among others, supporting the development of their
infrastructure planning and business projections.  The TIRTA Team has selected a first batch of
investment opportunities as an opening portfolio for its facilitation program. Expansion of irrigation services will provide farming households with an
opportunity to intensify crop cultivation and raise the net value of their
annual crop production.  Instead of producing
one or two crops per year with yield levels varying with rainfall, they will
produce two or three crops with higher and more stable yields.  Changing cultivation practices impacts on the
total labour burden of the household and on the household budget.  Women comprise nearly half of the world’s agricultural workers but have
less access than men to productive resources and opportunities. Improving
women’s access could increase women’s agricultural yields by 25 to 30 per cent
and increase agricultural output in developing countries between 2.5 and four
per cent. Yet women’s priorities, needs and interests are often overlooked and
so more needs to be done. TIRTA recognises that women, the young or elderly,
people with disabilities, ethnic minorities, and poorer farmers often find it
difficult to access opportunities available to move out of poverty.  TIRTA wants to include delivery of practical
assistance to promote gender equality and women’s economic empowerment in its
program and realizes that the quality of this assistance is important to ensure
it has the right impact and benefits.To support the
above, the TIRTA team will develop
(i) a women economic empowerment and social inclusion strategy, and (ii) a
practical guideline for application of the strategy in its work program.  The TIRTA team seeks to acquire consultancy
support for development of the strategy and guideline and for a review of its
intervention designs in regard of their adequacy in promoting gender equality,
women’s economic empowerment, and social inclusion.

2.  Objective
of the Consultancy

The objective of the consultancy is to support the TIRTA team in promoting
gender equality, women’s empowerment, and social inclusion in its investment facilitation
process in East Java Province.

3.  Scope
of Services

The consultant will, for the specific use
of TIRTA:1)    
review TIRTA
team’s current capacity in regard of promoting gender equality, women’s empowerment,
and social inclusion, and recommend strengthening actions and support
arrangements2)    
develop a tailor-made
(draft) strategy for promoting gender equality, women’s empowerment, and social
inclusion, meeting the requirements of relevant DFAT policies3)    
develop an
associated practical guideline explaining where and how the strategy can/should
be applied4)    
review
TIRTA’s MRM system (monitoring plans including data
gathering methods and tools, and analysis of data and information) and recommend modifications to ensure they
comply with the strategy and guidelines5)    
review TIRTA’s
current set of intervention designs/programmes and recommend modifications to
ensure they comply with the strategy and guidelinesThe consultant will make
presentations of the work in progress to the TIRTA team and facilitate
discussions.

4.  Methodology

The survey will
include field visits and in-depth interviews with farming households in selected
investment opportunities. The work will make use of TIRTA’s Design Document
(June 2014) and Terms of Reference; the TIRTA team’s Stakeholder Mapping
(February 2016) and supporting survey data; the recently prepared PRISMA
strategy and guidelines for gender equality, women’s empowerment, and social
inclusion as a basis for preparation of TIRTA’s strategy and guidelines.

5.  Consultant
Requirements

TIRTA seeks to engage an individual consultant, meeting the following
requirements/desirables: Requirements:–      
Holds a
degree in Social Science or Agriculture with specialization in Gender Studies
or comparable–      
Has at
least 5 years of practical research and/or work experience in gender equality,
women’s empowerment, and social inclusion, preferably in East JavaDesirables:–      
Can
effectively communicate in Bahasa Indonesia as well as English–      
Lives in
or near TIRTA’s operation area in East Java Province

Output and Deliverables

in close consultation with the TIRTA team’s TL, DTL, and MRM Manager.
