Introduction:Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.To make green growth concrete, GGGI endeavors to support the government in developing bankable green infrastructure projects, especially in Special Economic Zones (SEZs). There is a strong commitment to the development of SEZs from the current administration. This is evident in the Government of Indonesia’s (GoI) aim to have 25  SEZs by 2019.  Currently, the government has recognized 8 SEZs in Indonesia, representing economic activities across various sectors, ranging from agro-industry, oleochemicals, logistics, energy, to tourism – based zones.The lead agency, the National Council for Special Economic Zones (DN KEK), is tasked to attract investment in SEZs and collaborates with GGGI to develop bankable green infrastructure projects in SEZs, especially in renewable electricity generation, land use/forestry sector and basic infrastructure (such as waste and water management).  There is much scope to (i) re-design existing projects within operating SEZs to generate better green growth outcomes (ii) design new bankable ‘green’ infrastructure projects in SEZs and (iii) influence the overall design of SEZs that are in the earliest planning stage.
Objectives/Purpose of the Assignment:In supporting the government to attract green investment flows into SEZs, GGGI is developing a green growth assessment study for SEZ Sei Mangkei, North Sumatera, to scope out investment opportunities and screen potential projects for further development into eligible bankable green projects. SEZ Sei Mangkei is a Special Economic Zone located in Simalunggun District, North Sumatera Province. The main economic activities are centered in agro-industry (primarily palm oil, rubber and downstream processing), oleochemicals, basic infrastructure (e.g. power, water, waste), logistics, and tourism.While the green growth assessment study focuses on a broad economic assessment of green investment opportunities, there is also a need to develop strategic and practical steps to attract investors to specific projects in the SEZ. In order to achieve this aim, the Consultant shall support the development of a bankable green infrastructure project in SEZ Sei Mangkei.
Scope of Work:The Consultant shall:

  • Develop a business case for one green infrastructure project in SEZ Sei Mangkei, working closely with the GGGI technical team that conducts the green growth assessment study. The objective of this business case is to:

               i. present an action-oriented plan to attract investor interest for the project, and
               ii. lay out an investment and funding strategy to de-risk the implementation of the identified project.

  • Provide strategic advice on how to align government and private sector interests in supporting the development of the project.
  • Develop a short document (no more than 15 pages) that outlines the business case for one specific bankable green project in KEK SEI Mangkei, in consultation with the technical team undertaking the green growth assessment study.
  • Identify suitable funding mechanisms (at least three) to finance the selected project and map possible de- risking strategies to make the project bankable.
  • Identify potential international, national and regional investors, and provide strategic advice on connecting them with the developer of SEZ Sei Mangkei and regional government Agencies
  • Organize an investor forum with potential investors.  The Consultant is expected to advise and format the forum, as well as manage policy engagement to ensure government and stakeholders are on board.
  • Manage policy engagement with stakeholders to support the above activities

This position is located in Jakarta, with frequent trips to SEZ Sei Mangkei, Medan, North Sumatera.  This position will report to the Lead Manger on Economic Zones.

Output/Reporting Requirements/Deliverables:The Consultant shall complete:

  • A business case report (maximum 15 pages) for one green infrastructure project in SEZ Sei Mangkei, to provide strategic advice on how to align government and private sector interests in supporting the development of the project.  The first draft is due mid-November, and the final draft is due mid-December.
  • Stakeholder and investor mapping
  • PowerPoint presentation slides, outlining the business case
  • Documentation of policy engagement with stakeholders (e.g. minutes, briefs, etc.)
  • Investment Forum
Qualifications/Experience/Expertise

  • Advanced degree (Masters or equivalent) in economics, finance, business and related fields 
  • At least 10 years of experience in business and project design and development, ideally in infrastructure and renewable energy sectors
  • Proven track-record experience of working with private sector, donor agencies and Indonesian government officials to identify and facilitate investment opportunities, especially in infrastructure projects and renewable energy.
  • Familiarity with Indonesian government structure and systems at national and subnational level.
  • Fluency in both spoken and written English.
