Background
The Australia-Indonesia Partnership Towards an Inclusive Society (AIPTIS), now referred to as INKLUSI, is a $75m, 5-year investment (2021-25) that will contribute to the broader development goal of No one is left behind – more marginalized people participate in and benefit from Indonesia’s socio-cultural-economic, and political development.
INKLUSI continues Australia’s support to Indonesia’s prosperity, building on advancements in the areas of gender equality and women’s empowerment, social inclusion, and civil society strengthening. This includes experience and lessons working in community-driven development, civil society programs, women’s empowerment, and inclusive development programs – most recently through MAMPU and Peduli. It also builds on decades of work by Indonesian CSOs and social movements, including the women’s movement to advance GEDSI.
INKLUSI supports the shared policy priorities of GoI and GoA. It is aligned with Pillar One of the Indonesia- Australia Comprehensive Strategic Partnership, and the associated Plan of Action, which commits to cooperation to “address poverty and inequality, promote women’s leadership and empowerment on disability-inclusive development; the Stability Pillar of the Australia-Indonesia COVID-19 Development Response Plan; and the Government of Indonesia (GoI) Medium-Term Development Plan (RPJMN IV 2020- 2024). INKLUSI supports the RPJMN agenda of “enhancing the quality and competitiveness of human resources”, and specifically the RPJMN’s Gender Equality and Women Empowerment policy and its Social Inclusion policy direction. It also supports Indonesia’s commitment to the Sustainable Development Goals (SDGs), and the call to “Leave no one behind” in development, while responding to the impacts of the COVID-19 pandemic, including the disproportionate socioeconomic impacts on women and communities experiencing marginalisation as well as the potential threats posed to civil society spaces.
INKLUSI’s key government counterpart is Bappenas, under the leadership of the Deputy of Human Development, Community and Culture, with the Director of Family, Women, Children, Youth and Sports (Direktur Keluarga, Perempuan, Anak, Pemuda dan Olahraga, KPAPO) responsible for INKLUSI’s day-to-day management.
Duty of Statement
This position will provide various assistance required to support the BAPPENAS Director of KPAPO in coordinating her roles in executing the INKLUSI program, primarily related to Gender Equality, Disability, and Social Inclusion (GEDSI). This will include technical policy advice, program management, and stakeholder engagement.
The individual is expected to provide technical support as required. This position will work at BAPPENAS under the guidance of the Director of KPAPO and coordinate closely as necessary with the Program Governance Manager of INKLUSI.
Specific Duties
Duties will include, but not limited to, the following:
Technical Policy Advice:
- Review reports, briefs, and policy documents that support the INKLUSI Program implementation – including but not limited to strategic documents, operational documents, standards of practice, and other key documents – and provide substantial and valuable inputs as needed, ensuring that GEDSI principles are integrated, and results are shared with relevant BAPPENAS officials.
- Review work plans, provide inputs, and ensure their alignment with national priorities in BAPPENAS, with a specific focus on incorporating GEDSI perspective.
- Prepare high-quality materials needed to support the implementation of the INKLUSI Program (e.g., presentations, speeches, remarks)
- Distribute the results and follow-up actions of regular governance meetings within the INKLUSI Program to the INKLUSI team and BAPPENAS, ensuring that GEDSI outcomes and actions are highlighted.
- On a daily basis, perform other duties as required by Directorate KPAPO.
Program Management:
- Provide administrative and logistical support for the implementation of governance meetings as agreed by INKLUSI and BAPPENAS.
- Coordinate administrative and logistical aspects of BAPPENAS monitoring visits to the INKLUSI program or joint field visits with other DFAT programs as needed. This includes managing flight bookings, calculating and distributing per diems to GOI partners.
- Assist the Program Governance Manager (PGM) in organizing INKLUSI governance meetings such as the Technical Working Group (TWG) Meeting, Partnership Management Group (PMG) Meeting, and Program Steering Committee (PSC) Meeting, including preparing invitations, contact lists, venue, catering and other logistical needs, confirm attendance of invitees, as well as helping the process of procurement of resource person/notetaker/translator as needed.
- Working closely with PGM and INKLUSI Monitoring, Evaluation, Research, and Learning (MERL) team to synthesize data and information related to INKLUSI’s progress, including INKLUSI PHLN’s quarterly reports to BAPPENAS, and provide input that are aligned with BAPPENAS regulations
- Under the direction of PGM, working closely with the INKLUSI operations unit to ensure the submission of reports and other documents required for international development cooperation in Indonesia in a timely manner (e.g. BAST, VAT, service visa, and permits to stay).
Stakeholder Engagement:
- Maintain positive, collaborative, and supportive relationships with BAPPENAS and INKLUSI to ensure clear communication on project implementation to meet overall program goals and objectives
- Build relationships with the relevant Working Group Head(s), help coordinate engagement with national and local GOI agencies involved in INKLUSI implementation.
Job Requirements:
- Bachelor’s degree in Social Studies, Economic Development, Public Administration, or other relevant subjects. Master’s degree is an advantage.
- Minimum 4 years of professional experience (for Bachelor) and 2 years of experience (for Master) in project management, preferably in the non-profit sectors focusing on the areas of gender equality, disability, social inclusion (GEDSI), and civil society strengthening.
- Excellent English and Indonesian communication skills in writing and speaking.
- Sound analytical skills and experience in desk research.
- Proven experience in liaising and building good relationships with GOI agencies and GOI high-level officials.
- Knowledge in RPJPN/RPJMN of BAPPENAS will be an advantage.
- Strong computer skills in word processing and other relevant office applications software packages (i.e. Microsoft Word, PowerPoint, Excel, Canva, etc.).
- Competence in personal organization, priority setting, and accuracy, with the ability to work effectively under time pressure and manage multiple priorities.
- Understanding of DFAT program (or donor) requirements will be desirable.
