Health Information System Specialist: Jakarta Office

MSH started working in Indonesia in 1980 with a focus on improving child health, decentralizing health services, expanding access to care and treatment for TB, and strengthening pharmaceutical management. In 2023, MSH was awarded the five-year USAID BEBAS-TB activity to reduce TB incidence and mortality by addressing critical gaps and challenges in the TB program. This activity builds on the work of previous USAID projects and aims to improve access and utilization of quality and patient-centered comprehensive TB services. To achieve the objectives, MSH is looking for Health Information System Specialist.
Overall Responsibilities:
Reporting to the National MERL Director and collaborating closely with the Health Information System (HIS) Advisor, the HIS Specialist will ensure that USAID BEBAS-TB activities related to the TB information system are on track and aligned with the agreed work plan, including ensuring interoperability with other health information systems across the Ministry of Health (MoH) ecosystem. The HIS Specialist will assist the BEBAS-TB team in identifying gaps in the existing TB HIS and develop solutions, while also supporting the MERL team in implementing BEBAS-TB activities and mentoring field MERL (Monitoring, Evaluation, Research and Learning) staff in four supported provinces.
Specific Responsibilities:
- Manage and oversee BEBAS-TB activity to improve and optimize the National Tuberculosis Health Information System (SITB), digitalization of TB monitoring and supervision tools, promoting data use for Decision Making, ensuring all activities are on track, in line with the work plan, and implemented in a manner that allows for quality results.
- Oversee and providing technical assistance to National Tuberculosis Program (NTP) on the implementation, maintenance, and enhancement of TB health information systems at the national and subnational level, including interoperability with other health information systems and SATU SEHAT in close collaboration with USAID CHISU and Digital Transformation Office (DTO) of MoH.
- Assist the BEBAS-TB team in identifying gaps and weaknesses in the existing TB HIS system and develop solutions to address them.
- Assist the BEBAS-TB team and NTP-MoH to provide training to province & district level officers as well as health facility staff on various aspects of HIS including data reporting formats, reports, and utilization of data.
- Support the MERL team to implement BEBAS-TB MERL activities at the national level and in four provinces, providing mentorship and support to provincial team.
Qualifications:
Education:
Bachelor’s Degree (Advanced degree desirable) in computer science, digital health, data science, software engineering, information system, information technology (IT), informatic engineering, public health, epidemiology, or other health-related/IT-related is required.
Experience:
- Five years of relevant experience on developing/maintaining/enhancing Health Information System and/or digital health in Indonesia.
- Four years of relevant experience with coordination with national or subnational stakeholders.
- Experience in health programs, especially in TB programs is desirable.
- Experience in training, coaching, and mentoring is a plus.
- Familiarity with DHIS2 or other HIS platform is preferable.
- Experience in the management of USAID-funded activities, understanding of USAID/Missions; USG audiences, report requirements is an advantage.
Knowledge and Skills:
- Programming technical competencies, particularly in the development framework used in the TB information system (Javascript, PHP, XML, HTML5, CSS3, CodeIgniter, PWA, Kendo UI and web service/API).
- Proven knowledge and experience in operating database engines: SQL server, MySQL and Postgre.
- Proven knowledge and experience with FHIR interoperability standards is highly desirable.
- Fluent in Bahasa Indonesia is required and proficiency in English is preferable.
- Excellent interpersonal skills, written, and oral presentation skills. Excellent cross-cultural communication and active listening skills.
- Demonstrated ability to succeed in a dynamic and fast-paced business development environment.
