ISEAN-Hivos-GF-R10-HIV/AIDS –“Strengthening
community systems to reduce vulnerability to and impact of HIV infection on MSM
and TG in Islands of Southeast Asia”
REQUEST FOR APPLICATIONS
The Islands of Southeast Asia Network on Male and
Transgender Sexual Health (ISEAN) and the Humanist Institute for Co-operation
with Developing Countries (Hivos) jointly implements the ISEAN Hivos Program supported
by Global Fund Round 10. This program has the main goal of reducing the risks, vulnerability and impact of HIV and AIDS on the lives of MSM
and transgender community in Island Southeast Asia Nations. It intends to address critical gaps in
supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs. The
Program is now on its Extension Phase of implementation, Hivos, as the
Principal Recipient of the grant, is seeking applications for one Program
Consultant and one Finance Consultant to work as a team to conduct its Extension
Phase SR and Network Assessment in the Philippines (ISEAN) and Timor Leste
(CODIVA).
Tasks
- Develop an Assessment Framework and Plan;
- Review the existing Assessment Tools (based on GFATM guidelines);
- Communicate with IHP PR-PMU to finalize the Assessment Framework and
Guide Tools; - Visit the current SR and network, and other potential alternatives
to conduct evaluations; - Conduct actual interviews, document reviews and other assessment
activities, including key local partners; and - Develop a comprehensive evaluation report to PR.
Key Qualifications:
Program Consultant:
1. Established
expertise in the program implementation/ CSS, preferably on HIV and AIDS under
a Global Fund Program;
2. Established
track record of conducting Program reviews and assessments, preferably under a
Global Fund Grant;
3. Familiarly
with the concerns and needs of organizations related to HIV and AIDS and with
MSM and TGs in a Southeast Asian regional context especially in the Philippines
and Timor Leste.
4. Strong
experience in the conducting program evaluations;
5. Excellent
computing skills
6. Fluency
in written and spoken English, particularly in technical writing.
7. Ability
to work in teams and in multi-cultural settings
Finance Consultant:
1. Established
expertise in the financial management, preferably on HIV and AIDS under a
Global Fund Program;
2. Established
track record of conducting Finance reviews and assessments, preferably under a
Global Fund Grant;
3. Familiarly
with the concerns and needs of organizations related to HIV and AIDS and with
MSM and TGs in a Southeast Asian regional context especially in the Philippines
and Timor Leste.
4. Strong
experience in the conducting finance evaluations;
5. Excellent
computing skills
6. Fluency
in written and spoken English, particularly in technical writing.
7. Ability
to work in teams and in multi-cultural settings
Highly desirable / preferred:
• With experience working with Global Fund
Programs in South East Asia;
• With advanced degree in medicine, public
health, research or social sciences and financial management;
• A resident of South East Asia (preferably in
Manila or Dili).
• With experience with both qualitative and
quantitative methods of data collection.
• With experience in working intersectoral
and/or in a multi sectoral program.
Expected number of days engagement is at least 10
