Program Background
The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role
The Human Resources and Office Manager is responsible for overseeing all aspects of human resource management, office administration, and staff performance systems to ensure the smooth, compliant, and efficient functioning of AIPJ3. This includes managing recruitment, workforce planning, performance management, learning and development coordination, office operations, and contributing to a safe, inclusive, and high-performing work environment in line with DFAT and DT Global standards. The position plays a key role in operational risk management and in supporting the overall effectiveness of the program’s delivery. This position reports to the Partnerships and Operations Lead.

About You
Specific Responsibilities
Human Resources Management
- Lead and manage recruitment, onboarding, and offboarding processes for staff and consultants.
- Develop and maintain a robust performance management system for AIPJ3, supporting staff development and team performance tracking.
- Ensure all HR practices comply with Indonesian labor laws and DFAT requirements.
- Maintain accurate and up-to-date HR records, including staff entitlements, timesheets, leave records, and insurance coverage.
- Oversee and update HR policies and procedures, ensuring alignment with AIPJ3 values on gender equality, disability inclusion, safeguarding, and anti-discrimination.
- Manage employee relations and provide guidance to staff and supervisors on HR-related matters.
- Coordinate learning and development initiatives aligned with staff needs and program objectives.
- Foster a supportive, collaborative, and inclusive work culture.
Office and Operations Management
- Manage the daily operations of the Jakarta office and support co-located offices at Government of Indonesia facility and provincial operations as required.
- Supervise support staff including administrative assistants, drivers, IT personnel, and office assistants.
- Maintain accurate office inventories, asset registers, and vendor service procurement and records.
- Ensure effective office systems are in place, including filing, documentation, logistics, travel management, and ICT support.
- Coordinate with the DT Global project support team for visa and work permit processes, particularly for international staff.
- Ensure compliance with health, safety, and security protocols.
Performance and Operational Support
- Provide regular HR and office operations reports to the Partnerships and Operations Lead and contribute to broader program reporting.
- Collaborate with technical and program teams to ensure staffing and operational needs are met for workshops, events, and travel.
- Support implementation of internal audits and follow up on recommendations related to HR and office systems.
- Contribute to risk identification and mitigation processes related to human resources and office operations.
Selection Criteria
Essential Experience and Knowledge
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum 8 years of experience in HR and office administration, preferably in donor-funded or international development programs.
- Demonstrated understanding of Indonesian labor law, expatriate registration, and program administration requirements.
- Experience in managing HR systems, staff performance processes, and inclusive workforce policies.
- Strong leadership and people management skills.
- Excellent communication skills in Bahasa Indonesia and English.
- Proficiency in Microsoft Office and HRIS tools.
- Ability to work independently and in a team, manage multiple tasks, and maintain attention to detail.
Desirable
- Ability to work effectively both independently and as part of a team.
- Previous experience working with NGOs and/or donor funded programs desired.
- Excellent communication skills, both written and verbal in English.
