HUMAN RESOURCES (HR) MANAGER
General Position Summary
HR Manager plays a pivotal role in aligning the human resource functions with the organization’s strategic goals. As a key member of the Senior Management Team (SMT), the HR Manager will lead the development and implementation of HR strategies that support recruitment, talent management, employee engagement, and team development. They ensure the organization attracts, retains, and develops top talent in compliance with Indonesian labor laws and Mercy Corps’ internal policies, including donor regulations. S/he will drive recruitment efforts, lead talent management initiatives, and foster a positive organizational culture through effective employee engagement programs and maintaining robust employee relations functions. The person will oversee the continuous improvement of HR policies and procedures, ensuring the National Team Handbook is regularly updated. The HR Manager also provides strategic guidance and support to the Executive Director and management team on HR-related issues while building the capacity of teams across all offices to enhance overall efficiency and performance. By working closely with managers and supervisors, HR Manager will ensure the HR function actively contributes to the organization’s mission, while cultivating a motivated, engaged, and high-performing workforce.
Essential Job Responsibilities
The specific duties and responsibilities of the Human Resources Manager include, but are not limited to, the following:
Strategy and Vision
- Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to developing a countrywide HR strategy and ensuring the HR structure is optimal.
- Participate in proposal and budget development process to ensure appropriate HR structure is in place at the project level.
- Liaise with HQ, regional, and country offices to support and contribute to HR strategy implementation.
- Develop, implement and monitor the interpretation and application of new human resources systems, practices, and procedures.
- Identify weaknesses in current HR systems. Advise supervisor on outstanding issues and assist in designing and implementing, as required.
Recruitment, Selection and Placement
- Create Recruitment strategy together with the HR team
- Coordinate with program/unit managers to ensure all hiring requests are complete according to Recruiting Policies and Procedures of YMCI;
- Supervise recruitment process of national staff making sure that staff are following all required steps such as advertisement, shortlisting of CVs and interviews.
- Review the recruitment process and offer process and create new system as needed;

- Certify YMCI’s personnel hiring strictly adheres to Indonesia’s labor law and other laws as applicable; including payment of appropriate taxes, benefits, and security clearance of candidates before hiring etc.
- Ensure that the exit process for staff departing YMCI is conducted in line with HR policies and YMCI requirements.
Onboarding
- Ensure with HR team member the onboarding process for new hires implemented and collaborate with MCG to support expatriate onboarding as needed.
- Review onboarding process and analyze if any improvement needed;
- Ensure that orientation is conducted for each newly hired national and expatriate staff.
- Lead the development and implementation of consistent systems for new staff induction and managing service requests between HR and other departments.
- Ensure with HR team member, provision of YMCI ID cards, email addresses and all relevant documents are provided to each new team member upon starting their positions. This includes signing of a Job Description, contract, policies and procedures especially the National Staff Handbook and Security Manual.
- Confirm new staff is trained on procedures and other relevant employee procedures and on organization policy.
Human Resource Management
- Analyze the needs of Human Resources Department in the organization include the system that able to be applied;
- Create HR Strategy with Senior Management Team;
- Verify that personnel and job files are being maintained to the required level in line with Mercy Corps rules and regulations, including recruitment documents, CVs, valid contracts, Personnel Action Forms (PAFs), timesheets, leave days, employee data sheets, disciplinary papers and annual performance evaluations.
- Ensure the performance review processes are completed on time and with quality results. Train HR team and supervisors on how to properly conduct and track the evaluation processes.
- Collaborate with the Executive Director to revise salary scale and conduct regular national salary surveys in order to ensure that that salaries and benefits are competitive within the market.
- Assist with operational budgeting for staff as requested.
- Work closely with HR team in Indonesia and Asia Region to make sure that HR services are provided on time, with high quality and compliant with policies and manuals.
- Liaise with program managers to ensure country org charts for programs and operations exist and positions are covered within budgets. Make sure that org charts are updated on regular basis.
- Ensure all interventions adhere to Gender Policy, Do No Harm principles, and beneficiary accountability standards.
- Manage access to third party staff support and information tools such as Konterra, MC whistleblower resources, HR information hub and others
- Participate in management and leadership meetings, and coordination activities
- Ensure with Senior HR Officer YMCI related health insurance benefit
Talent Management
- Develop the capacity of the team, deepen understanding of their roles and assist with career development.
- Assist team members with information, tools and resources to improve performance & reach objectives.
- Work with supervisors to ensure that performance management policies and procedures are carry out consistently and effectively and conduct supervisor orientation and training as needed.
- Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
- Hire, orient and lead team members as necessary.
- Organize to conduct staff development events, mentoring programs and maintain an annual calendar of training activities with HR team member
Policies and Manual
- Update the National Employee Handbook in line with latest Labor Law and clarify as necessary with staff;
- Prepare & keep update the recruitment guidelines which are inline with the MC Global & local labor law regulations.
- Monitor and keep familiar with necessary policies from MC Global related Safeguarding, GDI, People with Possibility, Code of Conduct, Performance Management etc.
- Monitor HR related laws, policies and “best practices” to ensure that personnel policies, employment practices, and compensation packages are within the limits of established guidelines, procedures, and policies of Mercy Corps and national laws.
Administrative Support
- Provide HR support to leadership as needed.
- Spearhead incoming requests from HQ related to national or expatriate staff.
Safeguarding Responsibilities
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other option
GDI (Gender, Diversity and Inclusion)
- As GDI Focal point, Lead Gender Diversity Inclusion (GDI) diagnostic in country in collaboration with country leadership and GDI Working group.
Knowledge and Experience
- Bachelor degree or equivalent in human resources, psychology, labor law field, Organizational Development and related fields;
- Minimum 7 years experience developing HR strategy and systems, managing HR administration with humanitarian NGOs with supervisory responsibilities;
- Experience in DEI program management and HR functions, preferably in an NGO setting.
- Familiar with Indonesia manpower policy;
- Proven understanding of complex emergencies, related security concerns and appropriate responses with experience in Country/Region;
- Demonstrated attention to detail, following procedures, meeting deadlines and problem-solving independently and cooperatively.
- Knowledge of donor regulations including USAID, EC, FCDO, DFAT etc;
- Strong knowledge and skills on people management;
- Strong knowledge of DEI principles, practices, and legal requirements.
- Excellent negotiation, representation and strong communication skills;
- Proficiency with MS Office software required (Outlook, Word, Excel, PowerPoint).
- Excellent oral and written English skills required;
- Ability to work effectively with an ethnically diverse team in a sensitive environment.
Success Factors
The ideal HR Manager will be a creative self-starter, who is flexible, open-minded and has the ability to work in a team. S/he will possess excellent inter-personal communication skills with the ability be able to develop and maintain rapport within the program and among external partners and communities. Dealing with multiple program teams requires excellent time-management, facilitating and multi-tasking skills, as well as influencing skills. The position requires the ability to work effectively in both a team and an inter-agency setting, as well as to assume individual responsibility for specific progress updates and other reporting tasks.
Living Conditions / Environmental Conditions
The position will be based in Jakarta. Travel is required with up to 25% of time spent in the field.
Mercy Corps Indonesia team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting.
