Internal Auditor and Compliance Lead

MCA-Indonesia II is seeking a qualified and dynamic individual to join our team as an Internal Auditor and Compliance Lead.

 

Introduction and Background

The Millennium Challenge Corporation (“MCC”) is a U.S. government agency established in 2004. Its mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to democratic governance, economic freedom, and investments in their citizenry. In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second Compact. The selection reflected the strong partnership MCC and Indonesia built during the first Compact.

The Indonesia Infrastructure and Finance Compact (“Compact”) was signed on April 13, 2023, and it entered into force on September 4, 2024.

The Government of Indonesia has established an Implementation Independent Agency, called the
Millennium Challenge Account – Indonesia II (“MCA-Indonesia II” or “MCA”), to act as a designee in supervising and managing the implementation of the five-year Compact in Indonesia.

Position Description

Internal Auditor and Compliance Lead
Grade/Pay band: D

Position Objective
The Internal Auditor and Compliance Lead oversees the Audit and Risk Management of MCA-Indonesia II.

The Internal Auditor and Compliance Lead will assess risk and oversee the development of efficient and effective audit plans; conclude and report on the adequacy and effectiveness of internal controls, governance and risk management.

The Internal Auditor and Compliance Lead will report to the Executive Director and regularly provide report/update to the Ad-Hoc Committee on Audit.

Tasks and Responsibilities

1. Audit

    • Implement the overall Corporate Audit strategy in coordination with MCC and the OIG, and report all information related to audit and compliance to the Management of MCA-Indonesia II and AdHoc Committee on Audit.
    • Work with the Legal Unit to ensure the implementation of the Compact Program is in accordance with all relevant policies, regulations and procedures.
    • Direct the overall execution and completion of concurrently assigned large and/or complex audit projects in accountable business units / functions in a quality and timely manner.
    • Ensure the audit implementation is in accordance with the relevant provisions and regulations, including ensure the implementation of the Management’s Response and Corrective Actions.
    • Lead meetings with the independent public accountants and/or regulatory examiners during reviews of audit work to explain work performed, scope, issues identified or other matters.
    • Liaise with auditors from OIG, the BAPPENAS Inspectorate General, and external auditors engaged by the MCA-Indonesia II to perform special compliance and technical audits.
    • Lead the Corporate Audit’s Continuous Monitoring Program including maintaining key business management relationships and working with Management of MCA-Indonesia II in a collaborative way to provide control advice and issue trends. Further, stay abreast of significant business activities and changes in the business and share control concerns.
    • Ensure all provisions, procedures, regulations are understood and implemented by all MCA-Indonesia II’s personnel – professionals, consultants/partners, vendors.
    • Coordinate with the Deputy Executive Director for Operations and Finance & Administration Lead, in the development and/or improvement of audit policies, procedures, guidelines, standards and programs, particularly as it pertains to compliance regulations and Enterprise Risk Management requirements.
    • Work with the Legal Team and other relevant Units to develop improved audit techniques and furnish uniform direction to the MCA-Indonesia II professionals. Conduct reviews on internal control and procedures and provide recommendations for necessary correction/improvement.
    • Inspire and challenge audit teams to achieve excellent performance. Maintain business knowledge, developing plans for emerging risks particularly as pertains to compliance and Enterprise Risk Management.
    • Perform other tasks and special projects assigned by the Executive Director

2. Risk Management

    • Develop, monitor, evaluate and enhance the effectivity of MCA-Indonesia II’s Risk Management Strategy.
    • Provide an independent and objective assurance to the Executive Director, with the principal aims of evaluating, improving and ensuring the effectiveness of risk management, control and governance processes, and compliance with applicable MCC policies as well as MCA-Indonesia II policies.
    • Conduct periodic risk assessment and ensure that each risk area is identified and appropriately addressed. Report the risk assessment result, the mitigation plan and the progress of Risk Management Strategy’s implementation to the Management of MCA-Indonesia II and the Ad-Hoc Committee on Audit.
    • Inform MCC AFC Team of ALL allegations of potential fraud or corruption (MCC will inform OIG); support MCC AFC Team in collecting information about the allegations as requested by MCC and/or OIG; and provide formal reports to the Management of MCA-Indonesia II when agreed with MCC AFC Team and make recommendations to prevent future recurrence – but NOT conducting investigations for MCA-Indonesia II.
    • Work closely with and obtain legal advice from the Legal Unit in implementing the compliance and audit program and in diligently monitoring current trends and developments to identify emerging new risks.
    • Lead the Anti Fraud and Corruption (AFC) Team within MCA-Indonesia II, which is responsible for mapping the AFC’s risks-related (AFC risk assessment matrix), prepare the mitigation plan, conduct follow up on AFC’s finding (including the AFC Action Plan) and report to the Ad-Hoc Committee on Audit.

Key Qualifications

1. Required qualifications:

    • Have a Bachelor degree, preferably Masters degree in Accounting, Business or Finance, or equivalent experience.
    • At least fifteen (15) years of relevant working experience in conducting internal compliance and audit related activities, risk assessment, including experience in managing accounting/financial management, compliance and/or audit unit.
    • Working knowledge of financial products and services, and a strong understanding of internal control principles.
    • Knowledge of compliance regulations and Standards for the Professional Practice of Internal Auditing (IIA).
    • Professional certification such as a CRCM, Certified Fraud Examiner, CAMS and/or CPA..
    • Excellent communication skills (in Indonesian and English, both verbal and written) to prepare concise, accurate written narratives as well as oral presentations.
    • Have strong leadership capacity with excellent interpersonal skills; demonstrate ability to effectively interact and collaborate with people in multidisciplinary teams as well as work across departments, divisions and institutions, and in dealings with senior management/boards on a periodic basis.
    • Strong analytical ability.
    • Have high integrity and the ability to exercise good judgment.
    • Trustworthy and have the ability to maintain confidentiality at all levels.
    • Able to work effectively under fast-changing environment. Has creativity and capability to be flexible to respond to changing requirements.

2. Preferred qualifications

    • Have experience in working for or with (directly or indirectly) or dealing with the Indonesian Government and/or any bilateral/multilateral institutions, preferably US donor agencies in accounting/financial management, compliance and/or audit.
    • Advanced organizational and project management skills in order to successfully plan, direct, manage and complete audits of a sensitive nature.

3. Desired qualifications:

    • Have experience in Financial Services is preferred with a concentration in the regulatory
      compliance field including prior experience as a compliance professional or compliance
      regulator. Experience in risk assessment is an advantage.
    • Have relevant trainings in compliance, risk assessment, fraud detection, auditing, and the like is an advantage.
    • Demonstrated knowledge of grant procedures is an advantage.
    • Values the continuous improvement and learning and committed to mentoring and coaching

Duration and Performance Location

The Consultant is expected to work for a base period of 12 (twelve) months. There is potential for a follow-on contract to cover the implementation of the Compact. Any follow-on options will be based on satisfactory performance and mutual agreement.

Duty station: Jakarta.

Work Arrangement:

This position is Work from Office (WFO). The regular hours of work for MCA-Indonesia II are eight (8) hours per day or forty (40) hours per week. Recognizing that it is sometimes mutually beneficial for MCA-Indonesia II and the Professional, generally work schedules can be altered within the Core Hours of 08.00 AM up to 6 PM, with the Professionals possess the obligation to adjust his/her time to accommodate participation in any relevant meeting/assignment conducted outside of such Core Hours.

Contract Type

This Terms of Reference contemplates award of a fixed term, fixed price contract.

Working Facilities

Office space and a laptop equipped with necessary software will eventually be provided to the
Consultant in Jakarta.

Travel to outside of the duty station may be required based on program needs. Airfare for domestic travel within Indonesia and lodging outside Jakarta and other cities is provided by MCA-Indonesia II.
