JAPRI ME&L Specialist
Institute of International Education (IIE) is a private
nonprofit leader in the international exchange of people and ideas. In
collaboration with governments, foundations and other sponsors, IIE creates
programs of study and training for students, educators and professionals from
all sectors. These programs include the flagship Fulbright Program and Gilman
Scholarships administered for the U.S. Department of State. IIE also conducts
policy research, provides resources on international exchange opportunities and
offers support to scholars in danger. IIE’s mission is to advance international
education and access to education worldwide.
The Monitoring, Evaluation & Learning Specialist will be
responsible for ensuring robust performance monitoring and evaluation that
supports the achievement of the JAPRI program objectives. Work is carried out
independently under general supervision.
Essential Duty:
- Collaborate
with other team members in developing, revising and maintaining the USAID
JAPRI Performance Monitoring Plan (PMP).
Lead program monitoring, which will include collecting baseline
data on each sub-agreement continuously tracking indicators to capture
program impact. - Conduct a
thorough analysis of data and trends over the previous year to provide a
comprehensive and nuanced picture of the program’s impact. Dis-aggregate
data by geographic location, sex, age, research focus area, university
size, and other variables as appropriate. Update data on all indicators in
JAPRI quarterly program reports to USAID. Supplement quantitative data
with qualitative data such as partnership member profiles and success
stories on program participants. - Monitor
the performance of the sub-awardees. Conduct monitoring visits to sub-agreement
holders if needed. Ensure that the sub-awardees develop and employ
effective performance management plans and work plans. Identify
partnership implementation challenges and opportunities and develop
effective ways to address such challenges and engage such opportunities. Identify,
document, and disseminate best practices among the partners and other
interested parties. - Comply
with applicable contract and sponsor requirements and follow all IIE
policies and procedures. - Performs other related duties and
functions as assigned.
Other Knowledge, Skills and Abilities:
- Bachelor’s
degree or higher in a relevant area such as Monitoring and Evaluation,
Economics or Research Methods; advanced degree in monitoring and
evaluation preferred. - At least
seven (7) years of experience monitoring and evaluating development
assistance programs, developing and implementing work plans and PMPs,
assisting grantees in performance improvement, and writing assessments,
lessons learned and best practice guides in support of improved program
implementation and design. - At least
five (5) years of experience monitoring and evaluating higher education
programs. - At least
three (3) years of experience monitoring and evaluating development
assistance programs in Asia; Indonesia experience preferred. - Ability to
design M&E tools, surveys and evaluations - Strong
analytical skills. - Excellent
presentation skills. - Fluent in Bahasa Indonesia,
excellent written and oral English.
Work condition and Physical Demand:
Essential functions are performed in a general office
setting with low noise. Job demands may require long periods of sitting;
