Junior Energy Policy Specialist, Low Carbon Development Initiative (LCDI)

The Low Carbon Development Initiative (LCDI) team at Oxford Policy Management is currently seeking a Junior Energy Policy Specialist on a 6-month fixed-term basis, with the possibility to extend for up to three years. The position is located in the LCDI Secretariat, Jakarta, Indonesia.

The Low Carbon Development Initiative (LCDI) is an exciting and high-profile programme overseen by Indonesia’s Ministry of National Development and Planning (Bappenas). The programme seeks to ensure the integration of an ambitious climate agenda into Indonesia’s national development plan. The main focus of the LCDI programme is the reduction of greenhouse gas (GHG) emissions whilst maintaining economic growth, reducing poverty, and meeting development targets. The LCDI is supported by the Foreign, Commonwealth, and Development Office of the UK Government (UK FCDO), through the British Embassy Jakarta (BEJ), in collaboration with Bappenas and the Government of Indonesia.

The LCDI programme works with Bappenas, relevant national ministries and provincial governments to achieve the following goals:

  • Building political support for low-carbon development within and outside of government;
  • Building knowledge and understanding of the LCDI approach among those responsible for implementing it within Government of Indonesia;
  • Supporting implementation of the LCDI approach, especially through provincial and national development plans;
  • Raising ambition to the highest levels set out in the LCDI report.

The BEJ has contracted us to deliver the current programme of assistance over four years (2023-2027). Now, following a six-month inception phase focused on design, we are further building capacity within the LCDI’s technical team to implement and deliver this exciting and influential programme.

Position summary

The Junior Energy Policy Specialist will support the Energy team in providing technical input for low-carbon intervention and climate resilience in the energy sector, in liaison with the Deputy of Maritime Affairs and Natural Resource. He/she will also work together with other units in the LCDI2 team to develop the Green Economy Index model for the national and regional government, especially from the Energy sector. The role will report directly to the Deputy Team Leader of the LCDI2 Project.

As a Junior Energy Policy Specialist with the LCDI programme you will:

Main Responsibilities

  • Provide technical assistance in the preparation of the 2045 Green Economy Index target for RPJMN&D (Mid-term National and Regional Development Plan) documents, for the Energy sector including support for the formulation of RPJM, both at the national and provincial levels.
  • Analyse and review the calculation of carbon emission reduction potential from the Energy sectors using spatial data from related ministries.
  • Work with the modeller team to develop dynamic system models for the Energy sectors focusing on economic, social, and environmental aspects, as well as provide technical assistance in the preparation of green economy system dynamic models for energy at the national and provincial levels.
  • Submit National and Regional (Province) LCD reports and progress on emission intensity reduction and GHG emission reduction in energy sectors from key ministries and 34 provinces through the AKSARA system.
  • Update the Emission Reduction Potential Calculation Methodology and LCD Technical Guidelines for energy sectors with ministries/agencies and Development Partners, through the AKSARA system.
  • Liaise between the Directorate of Environment of Bappenas with other ministries and other national institutions, provincial governments, and development partners, providing particular support to the Deputy of Maritime Affairs and Natural Resources.
  • Support other activities based on the direction of the LCDI-2 Team Leader and coordinate with other relevant consultants/experts and coordinators. This may include development of various materials across sectors.

Output

  • Ensure Green Economy Index for RPJMN and RPJMD from energy sector in the national and provincial are determined and incorporated into system dynamic model.
  • Report on carbon emission reduction potential from the energy sector in national and provincial.
  • Input to construct system dynamic model from energy in the national and provincial.
  • Regularly update National and Provincial in energy sectors from key ministries and 34 provinces through the AKSARA system.
  • Produce reports and/or policy briefs on climate policies, governance, and technology markets from the global and national, particularly from the energy sector.
  • Produce quarterly activity progress reports.

Key qualifications/experience/skills/behaviours:

  • Master’s degree in the field of Industrial, Electrical Engineering / Environmental Science / Environmental Engineering.
  • Minimum 5 years’ experience in energy sectors, including a good understanding of climate-related policy and green development from energy sector.
  • Understanding of developing system dynamic models for the energy sector.
  • Good knowledge of GHG emission mitigation measures from energy sector, including energy sector decarbonization and energy transition.
  • Ability to develop policy recommendations on low carbon development from energy sectors.
  • Experience in working with government agencies/line ministries will be an advantage.
