The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50% and 85% for very large populations of people in poverty. In its partnership with Yayasan Integritas Justitia Madani Indonesia (IJMI), we are seeking a Lead, Human Resources & Administration for Yayasan IJMI to provide overall strategic management and leadership to all aspects of human resources & administration functions.

 

About Yayasan IJMI

Yayasan Integritas Justitia Madani Indonesia (IJMI) is an independent local foundation established in Indonesia in March 2023. Yayasan IJMI is a partner of International Justice Mission. In this partnership, Yayasan IJMI adopts IJM’s systems, models, approaches, and resources that have been trusted and proven to provide the impact that is also expected or targeted by Yayasan IJMI.

Our Vision: An effective Justice System in Indonesia to protect over 16.5 million people living in poverty from Forced Labor and Modern Slavery.

Our Mission: To protect people in poverty from violence through the rescue of victims, restraint of criminals, restoration of survivors, and strengthening of criminal justice systems.

 

This position is based in Jakarta, Indonesia. Open only for Indonesian nationals.  

 

Responsibilities

Leadership and Management

  • Promote and engage in harmonious working culture and relationship among the employees;
  • Build internal relationships with employees and interns & fellows to encourage them, support and motivate them to accomplish their goals;
  • Handle critical conversations with employees, internal and external teams while maintaining a high level of social sensitivity and fairness;
  • Collaborate with other functions/departments to support their program needs;
  • Drive the performance management and ensure the staff are benefitted from the process;
  • Develop and implement relevant employee rewards and recognition process to keep the employees motivated;
  • Promote spiritual rhythm and pastoral care including employee safety and security, occupational safety and health;
  • Supervise HR & Admin team/staff (future plan);
  • Consistently participate in country office leadership meetings, regional hub and/or APAC HR Community of Practice meetings, and other global meetings.

 

Strategy & Knowledge Development & Implementation

  • Plan resource requirement, strategy for hiring of staff (contract and full time) and national interns and volunteers;
  • Oversee the recruitment process and ensure timely closure of the positions;
  • Oversee the development and implementation of orientation and on-boarding process for new staff and ensure their alignment to the organization vision, mission and program goals;
  • Implement and comply with the internal policies (Internal Governance), local labor law and market practices and conduct compliance audits;
  • Develop and monitor overall country office’s HR & Admin strategies, systems, tactics and procedures and ensure legal compliance to nurture a positive working environment;
  • Oversee employee recognition program and develop creative ways to encourage and motivate employees;
  • Analyze staff working pattern regularly and provide recommendations to the leadership;
  • Direct and advise other folks to identify training resources for employees;
  • Develop and monitor country office’s HR & Admin department budgets and expenses for each year.

 

Networking & Partnership

  • Maintain strong networks and relationships with peer organizations (local & international NGOs) in Indonesia and other relevant Forum(s) to enhance partnerships in alignment to IJM’s objectives.

 

Policies and Procedures

  • Develop, recommend and review/update national HR & Admin policies, guidelines and procedures including HR best practices and employee manual;
  • Ensure compliance with the local laws and regulations, internal policies, guidelines and procedures.

 

Communication

  • Advise managers on organizational policy matters and communicate HR & Admin policies, procedures, best practices, and information to all staff;
  • Guide and support country office leaders and people managers in the performance management process (mid-year and year-end review process);
  • Increase employees’ motivation, engagement and commitment and develop Employer Branding strategies;
  • Ensure effective communication between IJM Indonesia and Regional HR Community of Practice, other relevant stakeholders at the global level.

 

Training and Development

  • Oversee the learning and development of employees by translating the benefits of good training, working with country office’s leaders to assess the training needs, identifying staff for the training and encouraging individual development plans etc.

 

Document, Reporting & Data Management

  • Ensure that all employees and interns and fellows records are maintained in an accurate, up to date and confidential manner;
  • Maintain and review employment agreements, contracts, insurance coverage documentation;
  • Develop surveys, monitor and analyze response and develop action plans accordingly;
  • Work with various ministries related to visa application, visa extension, and work permit for all expatriate staff;
  • Handle and maintain MOU renewals with ministries involved and other international NGOs.

 

Events and Logistics

  • Oversee, plan and implement office events, trainings and retreats.

 

General Statutory Compliance

  • Oversee the administration of payroll process, seniority indemnity, retirement fund, compensation and benefits;
  • Perform HR & Admin related audit and inventory review, including maintaining up to date position descriptions and ensuring current versions are securely stored.

 

Clerical and Administration

  • Oversee HR & Admin team/department on daily basis and ensure it functions effectively (future plan);
  • Ensure that all office equipment is in good working order and coordinate repair and maintenance when required.

 

General tasks

  • Plan, organize and control all activities of the department. Participate in developing department goals, objectives and systems;
  • Manage employee separation process by conducting exit interviews when necessary, ensure appropriate knowledge and IJM asset transfer;
  • Ensure the good relationship and communication with the landlord;
  • Oversee office remodeling or renovation and/or construction;
  • Plan, schedule and oversee the office quarterly prayer retreats and annual staff retreat;
  • Assist the Country Director and other leadership members as requested.

 

Requirements:

  • Degree in human resources management preferred, or equivalent
  • At least 8 years’ experience in a human resources and administration management in a senior management
  • At least 3 years’ experience in supervisory role and managing teams
  • In-depth knowledge of the Indonesia labour law, NGO registration law, administrative law and other regulations.
  • Excellent leadership, teambuilding, and interpersonal skills
  • Exceptional organizational skills and meticulous attention to detail
  • Ability to build harmonious relationships with staff and positively influence leaders
  • Proven ability to identify and independent solve complex problems
  • Fluency in oral and written communication in English and Bahasa Indonesia
  • Professional knowledge of Microsoft Office Suite (Word, Excel, Outlook).
  • Experience in working with International Organizations
  • Has successfully led and championed projects and led teams in these areas – Organization Development, Office Administration and HR Business Partnering roles
  • Has successfully coached leaders and collaborated with them in addressing the needs and priorities of the organization
  • Proficiency with Microsoft Office applications, particularly Word, Excel and PowerPoint.
