Lobby and Advocacy Consultant for Palm Oil and Horticulture Cooperatives
Job Description
Agriterra is an international advisory organization dedicated to strengthening farmer organizations and
cooperatives through peer-to-peer knowledge exchange, capacity building, and business development support.
In Indonesia, Agriterra works closely with smallholder agricultural cooperatives to enhance their
professionalism, governance, and integration into competitive markets.
Specific Objectives of Consultant
• Facilitate access to government grants to support palm oil cooperatives in Central Kalimantan, which
will advance the establishment of green Crude Palm Oil (CPO) mills and related infrastructure.
• Assist in obtaining the final technical recommendation (Rekomendasi Teknis Final) from the
Directorate General of Plantations (Ditjenbun) under the Ministry of Agriculture to meet requirements
for grant disbursement from the Plantation Fund Management Agency (BPDP).
• Develop and implement effective lobby and advocacy strategies to engage BPDP and explore
alternative financial source mechanisms for cooperative downstream initiatives.
• Facilitate communication and strengthen networks with relevant government agencies, including the
Directorate General of Horticulture, to support future cooperative development in the horticulture
sector.

Job Requirements
Education & Technical Skills:
• Master’s degree or equivalent in Agribusiness, Public Policy, Rural Development, or other relevant
fields.
• Strong technical understanding of the palm oil and horticulture sectors, including downstream
processing, sustainable agriculture, and value chain development.
• Proven ability to prepare high-quality lobby and advocacy strategies and technical documents related
to grant facilitation and institutional financing.
Professional Experience:
• Minimum 10 years of progressive experience working with government institutions, donor agencies,
or development programs in the agriculture sector development, particularly in Indonesia.
• Demonstrated experience in designing and implementing lobby and advocacy strategies, especially
related to agricultural policy, grants, or funding facilitation.
• Experience working with or within the Ministry of Agriculture, Plantation Fund Management
Agency, or other relevant government bodies.
• Familiarity with institutional processes around public grants, including technical recommendations
(Rekomendasi Teknis) and cooperative development regulations.
Competencies:
• Strong communication, negotiation, and interpersonal skills to engage with high-level government
stakeholders and cooperatives.
• Ability to navigate bureaucratic and political environments with discretion, cultural sensitivity, and
strategic thinking.
• Excellent organizational and time management skills, with the ability to deliver quality outputs under
tight timelines.
• Proficiency in Bahasa Indonesia and English
