The DFAT-funded Knowledge Partnership Platform (KONEKSI) is the Australia’s flagship program in the Indonesia knowledge and innovation sector. KONEKSI’s goal is to achieve an enduring relationship between Indonesia and Australia that advances mutual interest and supports Indonesia’s inclusive and sustainable development. The purpose of the programme is to increase the use of knowledge- based solutions for inclusive and sustainable policies and technologies. This purpose positions
KONEKSI as a vehicle to produce knowledge on complex socio-economic problems, where effective solutions are often beyond a unique sector or category of stakeholders. It will support both the knowledge to policy cycle (K2P) and the knowledge to innovation cycle (K2I), in a complementary and synergistic way. KONEKSI will focus on two End of Investment Outcomes (EOIOs):
- Australian and Indonesian organisations have increased collaboration and mutual understanding through knowledge partnerships; and
- Innovative solutions for inclusive and sustainable policies and technologies are generated by knowledge partnerships.
Summary of the Position
KONEKSI is looking for a dynamic early career level database/IT professional. As Management
Information System Support Officer (MISSO), you will work collaboratively and creatively as part of a dynamic team to ensure that planning, monitoring, reporting, and learning within the KONEKSI Program is based on a sound platform of data and information. The MISSO role will focus strongly on routine maintenance of the existing Management Information System (known as MISI), a
comprehensive and growing database that supports a wide array of administrative, programming, and monitoring functions across the KONEKSI Secretariat.
Under the overall direction of the Head of Planning, Performance and Learning (HoPPL), the MISSO will support the KONEKSI Monitoring, Evaluation Information System Officer (MEISO) to maintain and develop MISI to ensure the system meets the needs of the expanding program. The role will report to the Monitoring, MELISO and access advice from the part time Information Management Specialist. The MISSO will also work closely with the Monitoring, Evaluation and Learning (MEL) Officer, who coordinates monitoring and reporting processes across KONEKSI and undertakes regular analysis and reporting of the data.
Across the wider team, the MISSO will work with Operations and the Partnership units to ensure that data and information storage remains up-to-date and structured to enable timely collation and
retrieval of information to meet the needs of users.
Key Responsibilities
Under the overall direction of the HoPPL, the MISSO will be responsible for:
- Supporting the MELISO to ensure that online KONEKSI modules for research grant application processes, including Expressions of Interest, proposal processing, and peer review.
- Working with the MEL Officer and the Operations and Partnerships units to ensure functioning grants payment processes, up-to-date descriptive information on research projects on the database including locations, partners organisations, and performance information.
- Supporting the MELISO to liaise with other members of the KONEKSI team and ensure that their information needs are met.
- Supporting the MELISO to develop and maintain MISI modules on operations and administrative functions of KONEKSI.
- Periodically review the suitability of new software information management tools for the KONEKSI Program in consultation with the MELISO and the Information Management
- Periodically add to or modify modules to accommodate new datasets or meet new reporting and analysis requirements.
- Support the MELISO to design and deliver workshops, coaching, and other training events to develop the skills and knowledge of KONEKSI team members and partners to use the information system.
- Maintain data quality and periodically conduct data cleaning on large-scale datasets stored in the KONEKSI MIS.
Deliverables
The MISSO is expected to provide a wide range of database-related support to the team. Deliverables include the following:
- Routine maintenance and adaptation to MISI data tables and interface to reflect user needs
- Regular and timely support to users of MISI across the KONEKSI team, including coaching workshops and 1-on-1 assistance.
Job Requirements
Education:
- Bachelor’s degree in a related field
Minimum Experience:
- Minimum 2 years of work experience in a similar field
Essential Skills:
- Knowledge of Oracle Apex development, or other similar database
- Proficiency with PL/SQL and JavaScript
- Capacity to support database users to trouble shoot and adapt modules and tools to meet
- Ability to develop dashboards and visualisations with Microsoft Power BI or another relevant programs such as Tableau.
- Ability to communicate/explain database technical matters in simple language for
