Marine ETP Species Conservation Specialist Consultant (Individual Consultant)
The Ministry of Marine Affairs and Fisheries (MMAF) and The United States Agency for International Development (USAID) Indonesia signed a Grant Implementation Agreement on Marine and Fisheries Portfolio (GIA-MFP) for the period of 2022-2027. One of the activities under the GIA-MFP is the USAID Konservasi Laut Efektif (USAID Kolektif).
The overall goal of USAID/Indonesia’s Kolektif activity is to effectively protect Indonesia’s marine biodiversity through improving existing Marine Protected Area (MPA) management, functions, and benefits. To achieve this goal, Kolektif will focus on the following five main objectives:
- Strengthened human resources and institutional arrangements for MPA management;
- Established sustainable financing for MPAs;
- Increased benefits for coastal communities through the sustainable management of MPAs;
- Strengthened compliance with MPA rules and regulations; and
- Improved protection for marine endangered, threatened, and protected (ETP) species and priority habitats.
Related to the objective 5, namely improving protection for marine endangered, threatened and protected (ETP) species, and priority habitats, several stages of interrelated activities are carried out to achieve the objectives, for example strengthening evidence-based regulations and policies, preparing protection strategies inside and outside conservation areas, integrating regulations and policies into conservation area management plans, involving stakeholders in species conservation management, increasing stakeholder capacity, and outreach and raising public awareness to then increase compliance with regulations and policies for marine endangered, threatened and protected (ETP) species. To achieve this, specialist personnel are needed to support the implementation of the above activities.
Scope of Work:
The consultant will be contracted for 12 months and will be based in Jakarta and will frequently travel to 13 target MPAs of USAID Kolektif in 5 provinces (West Kalimantan, Bangka Belitung, Riau Islands, West Papua, and Southwest Papua. The consultant will carry out several tasks, as follows:
- The consultant will coordinate the stakeholder compliance survey in 13 MPAs regarding regulations for the protection and utilization of ETP biota.
- Development of outreach, public awareness, and interesting communication materials for species protection in national and local level.
- Support on the development of National Plan of Action of Conservation Species.
- Coordinate capacity building activity related to Marine ETP Species in selected MPAs.
- Implementation of marine ETP species protection strategy in 13 MPAs completed.
- Support the reporting and administration of activity related to Objective 5.
- Contractor will work in close coordination with Conservation and Monitoring Specialist.
Deliverable:
- Questionaire of stakeholder compliance survey regarding regulations for the protection and utilization of ETP biota.
- The stakeholder compliance survey in 13 MPAs regarding regulations for the protection and utilization of ETP biota.
- Outreach, public awareness, and interesting communication materials for species protection in national and local level completed.
- Brief monthly report on activity support for Objective 5.
- All products and output generated from this activity either in the form of raw data, and the final product of this activity are owned by Usaid Kolektif. Contractor is not entitled to use the data from this activity for contractor purposes such as papers, journals, etc. without permission or in collaboration with Usaid Kolektif.
Qualification:
- Minimum Bachelor’s degree and 3 years’ experience in natural resource management, Biology, Marine Science or similar field or equivalent combination of education and experience.
- Have a good knowledge and experience in marine ETP species management in Indonesia.
- Experience coordinating several team members to conduct activity.
- Relationship building experience to work closely with a variety of partners, i.e., media, government officials, universities, etc.
- Experience completing tasks independently with respect to timeline(s).
- Experience with communication via written, spoken and graphical means in English and other relevant languages.
- Experience in conduct training activity.
- Ability and willingness to apply science to decision-making and guide activities.
