M&E Specialist Supporting the Program Management Consultant for MCA-Indonesia

I4DI seeks an M&E Specialist with experience working in Indonesia.
Scope of Work for M&E Specialist Supporting the Program Management Consultant for MCA-Indonesia
Responsibilities:
Technical Management
• Ensure the project achieves technical objectives specified in the cooperative agreement and annual
implementation plan that reflect CDM Smith’s and I4DI’s commitment to performance and quality.
• Manage and ensure work plan, contract deliverables (including inputs from subcontractors and
consultants), and quarterly reports are on time and of high quality.
• Communicate achievements and milestones.
• Conduct field visits on a routine basis to ensure successful implementation and follow-up at the county
and district levels.
• Oversee the design, development, and implementation of learning agendas, including the development
of evaluation tools, data collection, and management.
• M&E Specific: Develop and implement the project’s M&E framework and system, ensuring alignment
with MCA-Indonesia’s goals and requirements.
• M&E Specific: Coordinate data collection, analysis, and reporting activities to track project progress
and impact.
• M&E Specific: Ensure the integration of M&E findings into project planning and decision-making
processes.
Leadership and Staff Management
• Provide the vision and resources to meet project goals and objectives.
• Support the recruitment and development of project staff and consultants, if required, to maximize the
project’s technical and operational success.
• Ensure the project’s organizational structure and reporting lines leverage complementary skill sets and
balance workloads, providing supervision, feedback, and development for all staff members.
• Manage staff and subcontractors to ensure the timely provision of responsive, high-quality project
deliverables.
• Ensure staff completes required trainings, including ethics and harassment trainings and skills-building
trainings.
• Foster effective communication with CDM Smith Project Director, I4DI leadership, and home office
support team.
• M&E Specific: Train and mentor project staff and partners on M&E best practices and tools.
Client Relationship Management and Satisfaction
• Manage client relationships to solicit regular feedback, ensuring that project performance exceeds
client expectations.
• Provide vision and overall leadership for Monitoring and Evaluation for the Program Management
Consultant, including but not limited to planning, design, and implementation of technical activities, and
assist the project team with regular reporting, financial management, and operations, as requested.
• M&E Specific: Serve as the primary point of contact for all M&E-related queries and communication
with MCA-Indonesia and other stakeholders.
Financial Management
• Manage project technical activities and work plan deliverables that sustain projected financial burn
rates.
• Coordinate with the home office project management team to ensure accurate forecasting of the
project’s financial performance through careful planning and financial management.
Operational Management
• Oversee the operational effectiveness, efficiency, and compliance of the project to meet PMC
objectives and obligations towards MCA-Indonesia II.
• Ensure staff, partners, and subcontractors have a clear understanding of compliance, adaptability, and
accountability requirements.
• Provide management and oversight of project administration, with particular attention towards
ensuring that appropriate controls are in place that support PMC and MCA-Indonesia requirements.
• M&E Specific: Ensure M&E activities are conducted in compliance with relevant standards and best
practices, and that all data is handled in accordance with ethical guidelines.
REQUIREMENTS
- Relevant advanced degree, at least BSc, or equivalent professional qualifications/accreditation.
- At least 10 years of experience in the relevant field. **Needs 10 years of MEL experience**
- Experience in similar large development and reform programs.
- Proven experience in Southeast Asia, preferably in Indonesia.
- Experience in working with multilateral and bilateral donors.
- Strong awareness and understanding of the Indonesian regulatory, institutional, and policy frameworks governing the relevant area of expertise.
- Strong awareness and understanding of relevant international policies, standards and practices in the relevant area of expertise.
- Experience in incorporating environmental and social safeguards and practices in the relevant area of expertise.
- Experience in identifying and managing risk in the relevant area of expertise.
- Proven experience in drafting reports, working notes, Terms of Reference, etc. as required in the relevant job description.
- Experience in Southeast Asia, preferably in Indonesia; and
- Excellent verbal and written communications skills in English and ability to work closely with counterpart personnel, other relevant institutional actors, and ability to work effectively with Indonesian nationals, with Bahasa Indonesia language skills preferred.
