M&E Specialist
Scope of Work
POSITION: Monitoring & EvaluationSpecialist DUTY STATION: Jakarta, Indonesia withtravel in Indonesia REPORTS TO: Chief of Party -Indonesia OVERVIEW:Working under the direction and guidance of the Chiefof Party of the USP/PQM Indonesia Office, the incumbent will be responsible forMonitoring and Evaluation (M&E;) of the program. He/she will develop a Performance MonitoringPlan for the USP/PQM program in Indonesia and work with the team to collect,analyze and report program data for program learning and informed managementdecisions. The incumbent will also help support the USP/PQM program planningand effective implementation to meet its set goals and objectives. MAINRESPONSIBILITIES:
– Develops the USP/PQMPerformance Monitoring Plan (PMP) document in alignment with the PQM globalresults framework and PMP in order to track the completion of the programgoals.
– Develops detailedPMP/M&E; implementation plan (e.g. data collection, data quality check, dataanalysis, etc.) for the USP/PQM Indonesia program; periodically monitors andevaluates the program to ensure it is on track and assessing the validity of the information andindicators that contribute to that plan.
– Monitors all projectactivities and progress towards achieving project outputs to ensure the projectis on track according to the work plan.
– Suggests strategies to SeniorChief of Party for improving the efficiency, effectiveness and sustainabilityof the program.
– Collects data for allcountry level indicators and enter into a database (Newdea) on a regular basis;seeks ways to streamlinethe process and increase efficiency in gathering and using performanceinformation.
– Coordinates the regular review of progress towards achieving programobjectives through monthly/quarterly program reviews, portfolio reviews orother processes.
– Reports quarterly,semi-annual and annual progress on all program activities to the Chief of Party.
– Builds capacity of thestaff in M&E.;
– Participates in annualproject reviews and planning workshops and assist the Country Representative forPQM.
– Coordinates programreviews or evaluations with PQM Headquarters M&E; Manager; provide input into the design, implementationand dissemination of internal program reviews or evaluations.
MINIMUM REQUIREDQUALIFICATIONS:
– S1 University Degreerequired, preferably in M&E;, Public Health, Social Sciences, BusinessAdministration, Health Economics, Demography or Statistics.Required Experience:
– At least 4 years ofexperience in Monitoring & Evaluation (M&E;) including design andimplementation of M&E; in development projects implemented bynational/international NGOs/or Government.
– Experience in programplanning and tracking of implementation.
– Experience in designingtools and strategies for data collection, analysis and production of reports.
– Expertise in analyzingdata using statistical software.
– Experience/knowledge ofqualitative and quantitative data collection and analysis tools and methods.
– Practical experience withUSAID M&E; procedures and practices is highly desired
– Ability to workindependently and to liaise and coordinate activities between differentagencies that USP/PQM works with.
Knowledge, Skills and Abilities(KSA’s):
– In-depth knowledge onM&E;/MIS and development issues.
– Understanding of projectcycle management.
– Excellent knowledge ofmonitoring and the application of methodology: Good understanding of capacityassessment methodologies; excellent ability to identify significant capacitybuilding opportunities.
– Excellent communicationskills (written and oral): sensitivity to and responsiveness to all partners,donors and program staff.
– Excellent analyticalskills; mature judgment combined with a proactive, energetic approach toproblem solving.
– Proficient in Englishlanguage (written and spoken).
