Job Description

In Indonesia, GIZ collaborates with the Ministry of National Development Planning (BAPPENAS) and the National Coordination Team for South-South Cooperation (NCT SSC) to advance the 2030 Agenda through the SDGs SSTC Phase II Project. This project strengthens gender-equal and socially inclusive multi-stakeholder partnerships for SDG implementation and promotes South-South and Triangular Cooperation (SSTC) at national and sub-national levels, with implementation in six pilot provinces: West Sumatra, Lampung, Gorontalo, North Kalimantan, East Nusa Tenggara, and Central Kalimantan.
GIZ Indonesia seeks a qualified Indonesian candidate for the position of Advisor on Monitoring and Evaluation (M&E) for SDGs Implementation. The Advisor will design and implement M&E frameworks to track progress toward SDG targets, ensure gender-disaggregated data collection, and support evidence-based policy planning. The role involves coordination with Bappenas, NCT SSC, provincial governments, and international partners to achieve the project’s objectives, as outlined in the SDGs SSTC Phase II Implementation Agreement (June 2024–May 2027).
For this reason, we seek a qualified Indonesian candidate for the following position: Monitoring and Evaluation Specialist
Core tasks
In your role you work on all job orders within your remit and are the main contact for advising managers and other staff members on all issues in the thematic area, in particular regarding the monitoring and evaluation of programs or projects. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission’s outcomes. You coordinate the process for awarding contracts, agree and enter into contracts in accordance with the relevant legal, contractual, socio-political and corporate policy requirements and monitor the processing and fulfilment of those contracts.
You are responsible for creating and implementing a monitoring and evaluation (M7E) system for the given program of project. You are responsible on an ongoing basis for collecting, preparing and providing all relevant data and supporting the programs and projects in their strategic orientation and operational planning.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility based on existing rules and draw attention to more complex challenges in your team.

Tasks
- In collaboration with relevant project consultants, ensure the application of proper SDGs Monitoring and Evaluation according to a guideline released by the Ministry of National Development Planning /Bappenas by the sub-national project partners
- In coordination with other relevant advisors conduct exchange meetings between sub-national partners, sub-national and national partners, national and national partners (between partners of Output 1 and Output 2) on the implementation of GEDSI mainstreamed SDGs Management at the pilot sub-nationals and national level
- Monitor and evaluate the effectiveness of M&E systems used by the sub-national partners, identifying gaps and recommending improvements to enhance data quality, particularly for gender and social inclusion metrics
- Support for the smooth updating of the relevant sub-national SDG implementation guidelines by integrating M&E findings and lessons learned, in collaboration with the relevant advisors, consultants, the SDGs National Secretariat and pilot sub-national partners
- In collaboration with relevant advisors and consultants, provide technical support to six pilot provinces (West Sumatra, Lampung, Gorontalo, North Kalimantan, East Nusa Tenggara, Central Kalimantan) in utilizing the established M&E systems supervising the implementation of the Regional Action Plans, fostering multi-stakeholder partnerships
- Prepare policy briefs, technical guidelines, and analytical reports on M&E outcomes to support the development of Indonesia’s SSTC strategic document and knowledge sharing in international forums
- Ensure compliance with GIZ’s data protection, confidentiality, and good governance policies, including zero tolerance for corruption, bribery, and sexual harassment, in all M&E activities
- Report to the Commission Manager and collaborate with the team, Bappenas, and NCT SSC to provide M&E inputs for annual work plans, quarterly progress reports, and the final project evaluation (to be submitted to Bappenas and the Ministry of Finance).
The Specialist will also be supporting the Special Assignments and Urban Development Cooperation Area / Cluster as well as the M&E Working Group of GIZ Indonesia and ASEAN with the following tasks:
- Closely liase with the M&E PICs in the cluster and the working group members to establish an adequate Results Based Monitoring System and reporting structure for the projects in the cluster
- Support the safeguarding of key quality elements of GIZ project management in relation to all operational aspects (Key GIZ-reference frameworks: Processes and Rules, Quality in Line and Capacity WORKS) for projects in the cluster
- In coordination with the M&E PICs in the cluster advise specific projects on M&E topics (such as standardization, quality assurance and data)
Job Requirements
Qualifications and Professional experience
- Master’s degree in public policy, statistics, development studies, or a related field.
- Minimum of 10 years of professional experience in M&E, with at least 5 years focused on specifically focused on Sustainable Development Goals (SDGs) planning, implementation, and monitoring and evaluation at national and sub-national levels in Indonesia.
- Extensive experience in analyzing policies and programs related to SDGs, including facilitating multi-stakeholder committees for SDGs policy formulation (e.g., at the Ministry of National Development Planning, Indonesia);
- Proven expertise in designing gender-disaggregated M&E frameworks.
- Proven track record in monitoring and evaluating indicators across multiple government levels;
- Strong knowledge of Indonesia’s SDGs framework, and National/Subnational Development Plans (RPJMN/D).
- Experience working with Bappenas, provincial governments, and international partners.
- Excellent analytical, report-writing, and communication skills in Bahasa Indonesia and English.
- Experience in data analysis and database management for SDG indicators and facilitating knowledge exchange programs in development cooperation;
- Strong stakeholder engagement skills, with experience liaising with senior policymakers, ministers, and international development partners to support SDGs implementation and capacity-building initiatives;
- Intercultural competence and ability to navigate politically sensitive environments.
- Demonstrated expertise in producing policy briefs, research papers, and technical guidelines for SDGs, such as Voluntary National Reviews, SDGs Action Plans, and Metadata Indicators, with publications in reputable journals or government reports;
- Excellent report writing, communication, and advocacy skills in both Bahasa Indonesia and English, with a demonstrated ability to work in politically sensitive environments and as part of a multidisciplinary team.
Other knowledge, additional competences
- Very good working knowledge of ITC technologies (related software) and computer applications (e.g., MS Office, SPSS, or similar);
- Social, intercultural understanding and interest, flexibility, ability to work in team, sense of diplomacy, ability to navigate a politically sensitive environment successfully;
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
