Monitoring, Evaluation, and Learning (MEL) Officer

Job Description

MEL Officer will be working closely with the IOJI’s Chief Operating Officer and Program Manager, and will be responsible for the monitoring, evaluation, research and learning components The responsibilities for this position are as the following:

Monitoring, Evaluation, and Learning

  • Monitoring and evaluate overall progress on achievement of results, effect, impact, and sustainability of the project;
  • Recommend further improvement of theory of change, logical framework, and Monitoring, Evaluation, and Learning plan;
  • Undertaking preparation and implementation of data collection, tabulation, and analysis to help ensure accountability and efficiency from start to finish for all programs and projects;
  • Reporting on the result of M&E activities;
  • Quality control of data collection in the field;
  • Together with IT team, preparing and maintaining a database of programs and projects;
  • Provide feedback to the program team on project strategies and activities;
  • Provide inputs, information and/or statistics for semester, annual and other reports to Program/Project Management Team;
  • Supporting program officer in preparing activity budget;
  • Collect and develop project success story in order to build a positive reputation for the organization; and
  • Arrange meetings including preparing minutes of meeting.

Key relationships

Internal relationship

  1. Chief Operating Officer: Direct supervisor, donor’s compliance & reporting, MEL plan evaluation and learning;
  2. Program Manager: Daily coordination & collaboration on project implementation, reporting, donor’s reporting & compliance, MEL plan evaluation and learning; and
  3. Project Officer: Coordination & collaboration on project implementation, reporting, donor’s reporting & compliance, MEL plan evaluation and learning.

External relationship

Donors: Coordination on project implementation, monitoring & evaluation, and donor requirement.

Knowledges, Experiences, and Competencies

  • Hold a bachelor degree in any subject from a reputable University;
  • A Minimum of 5 (five) years hands on experience working as MEL officer in the development sector, hands on experience in implementing Monitoring, Evaluation, and Learning would be a plus;
  • Ability to work effectivelyunder highly demanding situations with minimum supervision;
  • Efficient, competent and possess integrity;
  • Good interpersonal skills, team player, proven record in working collaboratively with colleagues to achieve organizational goals and ensure timely delivery result;
  • Demonstrates ability to manage complexity, high attention to detailand accuracy;
  • Proficiency in MS Office, particularly Excel, Word, and PowerPoint; and
  • Willing to travel frequently.
