Monitoring, Evaluation and Learning Officer
Project Overview
USAID’s SEGAR Activity seeks to advance Indonesia’s own development goals of balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. USAID SEGAR contributes to the 2020 – 2025 USAID Indonesia Country Development Cooperation Strategy, Development Objective 3: Environmental Sustainability Improved, and Intermediate Result 1, Natural Resource Management Improved.
To achieve the overall goal, USAID SEGAR will achieve the following two objectives:

- Strengthened inclusive environmental governance in targeted subnational jurisdictions that advances biodiversity conservation, sustainable forest management, and sustainable land use.
- Increased implementation of environmental and social sustainability goals within private sector natural resource commodity production supply chains that reduces threats to biodiversity and greenhouse gas emissions from land use.
Principal Duties and Responsibilities
- Supports the design of monitoring plans for grantee programs.
- Monitors survey implementation to ensure expected results align with performance standards at USAID SEGAR field sites.
- Compiles and verifies all data submitted by site offices.
- Manages data storage in SharePoint and DevResults.
- Maintains regular communication and coordination with MEL Assistants at site offices.
- Conducts monitoring visits to USAID SEGAR field sites to grantees/partners, ensuring accurate and timely data collection and reporting.
- Tracks and documents grantee/subcontract/STTA activity progress and achievements.
- Leads the data entry process and ensures accurate use of DevResults.
- Contributes to program reports as required by USAID.
- Collaborates with the MEL Specialist and Site Managers to support data-driven decisions in project implementation.
- Provides leadership to the MEL unit in the absence of the MEL Specialist.
- Reports directly to the MEL Specialist.
Minimum Requirements
- Minimum of 8 years of MEL-related experience
- Degree in social science, evaluation research, statistics, economics, or another MEL-related field
- Extensive experience conducting field surveys sampling and observation approaches, and accurate data recording and reporting related to sustainable landscape management and knowledge of relevant indicators, measurements, and tools.
- Demonstrated experience in performance measurement, indicator selection, definition and monitoring, and data collection/analysis.
- Database management experience
- Ability to communicate clearly and concisely in English, orally and in writing.
- Advanced degree required in impact evaluation, statistics, business, or related field.
- Minimum of five years of experience working on M&E, data research and analysis, or a related field
- Experience performing environment-focused M&E activities on USAID or other international donor-funded projects in Indonesia highly preferred
- Proven success planning and leading evaluations for large, complex projects requiring strong communication skills to liaise with multiple stakeholders
- Knowledge of data analysis software preferred
- Demonstrated leadership, versatility, and integrity
- Fluency in English and Bahasa Indonesia
Qualifications
- Minimum bachelor’s degree in subject relevant to geography, geodetic engineering, information technology or any related courses.
- Minimum 5 years of experience working related to remote sensing/GIS with proven track record.
- Demonstrated knowledge and experiences in GIS and geospatial technologies, remote sensing, data acquisition, image processing, and image analysis, including in using remote sensing software solutions and relevant computer applications.
- Demonstrated skills in verbal and written communication including presentation, strong analytical and problem solving as well as information management.
- Proven ability to work independently and as part of a team.
- Fluent in English and Indonesian.
Supervision and Reporting
MEL Officer will report to the MEL Specialist
Location of Assignment
Jakarta, Indonesia, with intermittent travel throughout the country.
Duration of Assignment
The assignment will begin as soon as possible through December 31, 2025
