Background
The Government
of Indonesia continues its efforts to improve the quality of public services.
One of them is to provide access to the public to deliver its complaints on public
services provided by public institutions, as stated in Law Number 25 year 2009
on Public Services. Since 2013, MSI SIAP 1 has cooperated with its Government
partners –the Ombudsman (ORI) and the Ministry for Administrative and
Bureaucratic Reform (KemenPANRB) – in improving their case management systems
(CMS).
As a follow up
of the Law, President has enacted the President Regulation (Perpres) Number 76
Year 2013 on the management of public services, which stipulates the
establishment of the National Public-Service Complaint Handling System (SP4N),
an integrated system of public complaints of all government institution in
regards to the public services. KemenPANRB, ORI, and the Office of the
Presidential Staff (KSP) is working together to improve LAPOR (the complaint
channel developed by UKP4) which has been declared by KemenPANRB as the
national online public service complaint system, using a new brand: LAPOR!SP4N.
LAPOR!SP4N will be managed in coordination between the Office of the
Presidential Staff (KSP), KemenPANRB, and ORI.
SIAP 1 will
produce a four/five-minute short animation video to raise awareness of the citizens
regarding the LAPOR! – SP4N application. To create a PSA for LAPOR! SP4N, SIAP 1 plans to engage a short term
consultants who has expertise in video animation production.
Objective
1.
To educate
the public about the LAPOR! – SP4N application
Expected Output
1.
The
duration of the short video will be 4 – 5 minutes
2.
The
video is expected to be formed as animation[JG1]
3.
The short
animation video content will explain the LAPOR! – SP4N application, and include
a tutorial for the public on how to use the LAPOR! – SP4N application
4.
The
five-minute video will be accompanied by a 30 second cut-down version to be
used as a Public Service Announcement (PSA)
Activities
1. Five
days (5) for:
a)
Meeting
with the beneficiaries and related stakeholders to gather inputs on the
expected output and outcome for the video
b)
Develop
production timeline
c)
Present
and discuss about the timeline regarding pre- production, production and post
production of the video
2. Ten
days (10) for: (pre-production)
a)
Draft
script and illustrated motion storyboards with detail shot divisions, viewing
positions and sequence for the video
b)
Present
the draft script and storyboards to the beneficiaries to receive approval and
feedback
c)
Make
sure that all feedback is incorporated
into the script and storyboard draft
3. Fifteen
(15) for: (production)
a)
Develop
the animation
b)
Use abundance
of reference pictures for lively animation designing & programming
c)
Design
a background layout for the animation
d)
Produce
a voice over, lead music and soundtrack to the animation
e)
Present
the prototype of short video to the beneficiaries to receive feedbacks
4. Ten
days (10) for: (post production)
a)
Incorporate
feedback from the beneficiaries to the video animation
b)
Final
edit to the audio and video, including:

Compositing
the animated video
·
Adding
effects and color correction
·
Editing
the sound and voice effect
c)
Prepare
the PSA video (30 seconds)
5. Five
days (5) for :
a)
Provide
English subtitle of the video & PSA for dissemination
b)
Present
final short video & PSA to the beneficiaries and stakeholders

Qualifications:
1.
Experience
in developing creative video clips
2.
Ability
to produce high quality video animation on tight deadlines
3.
Have
expertise in motion graphics production /animation software
4.
Have
expertise in audio/music/instrumental software
5.
Have
expertise in writing script and story board
6.
Ability
to work as an Individual or in teams
7.
Experience
developing audio-visual production is preferred
