significant improvement in handling the public information disputes. Through SIAP-1 support in 2015, KIP developed a case management systems, named System
Informasi Manajemen Sengketa Informasi (SIMSI), which allow KIP
to record, track, and monitor the public information disputes. SIMSI is a
web-based application to support both central and local level of Information
Commission to help them in recording all the registered data, tracking the
process of each disputes, and providing information in regular time period. In
addition, SIMSI also allows the public to submit an online information dispute
request through http://simsi.komisiinformasi.go.id.
this new application, SIAP-1 has conducted training to KIP and local KI on
September 2015 and January 2016. In addition, SIAP-1 also conducted coaching to
five selected provinces to provide intensive assistance on adopting SIMSI. To
date, SIMSI has been used by
KIP and KID for approximately 6 months. Throughout this period and during
training/coaching, there are some inputs and feedbacks from users to the
system. In this regards, SIAP 1 will assign a consultant to fine tune and to
add some new features needed to the application.
WORK:A. Objective: To fine
tune and to add some new features needed to the SIMSI application B. Activities:1. Two (2) days for:a.
Discuss with Central KI Commissioners,
expert staffs, and IT staffs on the list of feedbacks and proposed features
requirement of SIMSIb.
Compile all agreed modification and new
features into a design plan completed with a timeline 2. Nine (9) days for:c.
Develop and modify SIMSI application with
reference to the requirement agreed by KIP; d.
Present the Alpha version of the
application focusing on the new key features KIP and MSI SIAP-1 for approval;e.
Conduct quality and performance testing
and fix with KI IT stafff.
Develop finalization and delivery of
the features (Beta Version) g.
Present the Beta version of the
application focusing on the new key features KIP and MSI SIAP-1 for approval;h.
Conduct final quality testing i.
Adjust the existing user manual and
training module of SIMSI;j.
Provide and present final report to MSI
SIAP-1 and KIP 3. Three (3) days for: a.
Develop the desktop application
(offline) to allow KIP and KID to process the case without using internet
connection and upload it laterb.
Meet and discuss with the e-learning
developer to provide all information and on how the application worksc.
Ensure the e-learning system is in
accordance with the SIMSI applicationd.
Provide assistant to KI to install
SIMSI on the backup server in Kemenkominfo (if applicable) Expected

not exhaustive, the following basic requirements for SIMSI that have been
identified (the list of additional modifications/features will be expanded
based on the discussions with KIP/KID/MSI SIAP-1:1.
